A very noteworthy new point in this draft Political Report is the proposal to implement "Month of Listening to the People" at all levels and regions.
Talking to Lao Dong on May 10, National Assembly Delegate Bui Hoai Son - Specialized Member of the Culture and Social Affairs Committee (Hanoi City Delegation) said that if implemented substantively, "Month of Listening to the People" will be a very noteworthy highlight, and may even become an important innovation in the operating methods of the Vietnam Fatherland Front in the next term.
The delegate said that "listening to the people" should not just be a movement or a formal contact, but must become a new method of social governance at the grassroots level, in which the Front is a reliable bridge between the Party, the State and the people.
Listening to the people is to understand the people's worries, identify bottlenecks in life, and detect early social problems that arise; and at the same time, arouse the intelligence, responsibility and initiative of the people in building the country.
As a delegate attending the congress, National Assembly Deputy (NA Deputy) Phan Thi Thuy Linh - Vice Chairwoman of the City Vietnam Fatherland Front Committee, Chairwoman of the Da Nang City Labor Federation - hopes that this congress will create substantial and stronger changes in the organization and operation of the Front system.
I hope the Congress will propose specific solutions in gathering, building and firmly consolidating the great national unity bloc; proactively grasp the thoughts and aspirations of all classes of people to create social consensus" - National Assembly Deputy Phan Thi Thuy Linh shared with Lao Dong Newspaper.
The Front also needs to better promote its role as a representative of the people, participate more deeply in the process of building policies and laws; and at the same time strengthen supervision of the implementation of guidelines and policies directly related to people's lives.
The delegate also hoped that this congress would pay more attention to building a contingent of Fatherland Front cadres who are brave, dedicated, responsible, have skills in mass mobilization, dialogue and grasp public opinion well.
Ms. Nguyen Quynh Lien - National Assembly Deputy working full-time at the National Assembly's Law and Justice Committee; Member of the Presidium of the 10th Central Committee of the Vietnam Fatherland Front, former Head of the Democracy, Supervision and Social Criticism Committee - said that the outstanding new point of the term is to emphasize the requirement of "focusing on grassroots, being close to the people, being close to the people", and more importantly, the approach has shifted from "slogans" to "specific mechanisms, methods and tools for implementation"; Deeply and consistently grasping the viewpoint "people are the root" in the process of performing the role and responsibility of the Vietnam Fatherland Front. The Front must not only "go to the grassroots" according to the movement, but must redesign the operating method taking residential areas as the central area, taking people as the subjects and service objects.
