Accordingly, according to the plan of Hai Phong City People's Committee, the city strives to complete supporting the removal of temporary and dilapidated houses for 100% of eligible subjects according to Official Dispatch No. 270/TTg-KGVX dated March 21, 2026 of the Prime Minister before July 25, 2026. This is a practical activity towards the 65th anniversary of Vietnam's Day for Agent Orange Victims (August 10, 1961 - August 10, 2026).
Housing support for children of resistance war activists infected with chemical toxins must be implemented promptly, to the right beneficiaries, ensuring publicity and transparency. Support funds are strictly managed, used for the right purpose, in accordance with regulations and policies; and at the same time ensure fair and reasonable allocation, suitable to the actual conditions in the locality. In addition, the city also encourages organizations, individuals, businesses, agencies, units and philanthropists to join hands to contribute and support the construction and repair of houses, ensuring standards, quality and suitable to the specific conditions of each household.
The plan stipulates that the beneficiaries of support are the biological children of resistance war activists infected with chemical toxins who are receiving monthly allowances according to the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution. Support conditions are cases living in temporary houses, dilapidated houses; the construction and repair of houses must be carried out on legal residential land. Criteria for determining temporary houses and dilapidated houses are applied according to the provisions of Decision No. 55/QD-BXD dated January 20, 2025 of the Minister of Construction.
Regarding the level of support, the city plans to support 100 million VND/household for new construction and 50 million VND/household for house repair. In which, the "For the Poor" Fund managed by the Central Committee of the Vietnam Fatherland Front supports 60 million VND/household for new construction and 30 million VND/household for repair; the city budget supports additional support of 40 million VND/household and 20 million VND/household respectively, ensuring compliance with the actual conditions and needs of households.
The City People's Committee assigned the City Military Command to preside over and coordinate with the City Vietnam Fatherland Front Committee, the Department of Home Affairs, the Department of Construction and localities to mobilize military forces to participate in supporting the construction and removal of temporary and dilapidated houses for children of resistance activists infected with chemical toxins. At the same time, monitor, urge, and summarize the implementation results throughout the city, and report to the Ministry of National Defense and the City People's Committee before July 27, 2026.
The Department of Home Affairs shall preside over and coordinate with the City Military Command, the Department of Construction, the City Agent Orange/dioxin Victims Association and localities to review and appraise the list of subjects requesting support to ensure accuracy and completeness, and complete it before April 20, 2026. At the same time, summarize and submit the list to the City People's Committee for approval no later than May 10, 2026; coordinate to guide, urge, and monitor localities to implement to ensure progress according to the plan.
The Department of Construction shall preside over and coordinate with relevant agencies and units to guide criteria for determining temporary and dilapidated houses that are eligible for support, to be completed before April 15, 2026; and at the same time announce typical housing models with estimates, materials and technical guidance for people to refer to and choose, to be completed before April 25, 2026.
The Vietnam Fatherland Front Committee of the city presides over the receipt and allocation of the Central "For the Poor" Fund, and at the same time mobilizes social resources, supervises the use of funds and the implementation process to ensure the right subjects and efficiency.
The Department of Agriculture and Environment guides land procedures, ensures legal conditions and coordinates the allocation of residential land for households (if necessary). The City Association for Victims of Agent Orange/dioxin propagates, disseminates, and deploys to members on the policy of supporting the removal of temporary and dilapidated houses for members' biological children; actively participates with local authorities in implementing to ensure progress as required.
People's Committees of communes, wards, and special zones are responsible for reviewing and compiling lists of eligible subjects; guiding procedures, organizing deployment, supervision, and acceptance of works, ensuring the use of funds for the right purpose and on schedule, and actively mobilizing support resources.
