Implementing the Resolution of the 11th National Congress of the Vietnam Fatherland Front, term 2026 - 2031, the Central Committee of the Vietnam Fatherland Front (VFF) issued the Plan to implement the Action Program of the Vietnam Fatherland Front for the term 2026 - 2031, specifically as follows:
I. Purpose, requirement
1. Create unity in the Vietnam Fatherland Front system and member organizations in implementing the Resolution and Action Program of the Vietnam Fatherland Front for the term 2026 - 2031.
2. Concretize, assign tasks and promptly implement the contents of the Action Program of the Vietnam Fatherland Front for the 2026 - 2031 term with plans suitable to the functions, tasks, and subjects of each organization in the Front system and mass organizations.
3. In the process of implementation, the Vietnam Fatherland Front Committees at all levels and member organizations must regularly update and closely follow the guidelines, policies, laws of the Party and State, and the guidance of the Central Committee of the Vietnam Fatherland Front to implement them promptly and effectively in accordance with the actual situation. Regularly inspect, supervise, summarize, and summarize; and at the same time overcome limitations and weaknesses to meet the requirements of tasks in the new period.
II. Key tasks
1. Improve the mechanism; strongly innovate the content and methods of operation of the Vietnam Fatherland Front system at all levels, focusing strongly on grassroots levels, residential areas, close to the people, close to the people; strengthen action, practicality, and effectiveness; enhance the role of a solid bridge between the Party, State and People.
2. Improve the quality and effectiveness of supervision and social criticism work in a proactive, early, remote, democratic, and objective direction, focusing on major guidelines and policies, issues directly related to the legitimate and lawful rights and interests of the People; promote the direct supervisory role of the People, the People's Inspection Board, and the Community Investment Supervision Board. Strengthen monitoring and supervision of the receipt and processing of supervision and social criticism results.
3. Build a team of professional, dedicated, and capable Front officials to meet the requirements in the new situation. Focus on studying theory and summarizing practice, contributing to removing difficulties and obstacles, and proposing tasks and solutions in the process of implementing new regulations on organization and operation.
III. Main tasks
1. Focus on concretizing and implementing the Action Programs of the Vietnam Fatherland Front for the term 2026 - 2031
1.1. Promote propaganda and mobilization, gather people from all walks of life, strengthen social consensus, and promote the strength of the great national unity bloc.
- Research and propose guidelines and policies on promoting the strength of great national unity: (1) The Central Committee of the Vietnam Fatherland Front shall preside over the research and proposal of regulations and institutionalization by law of the implementation of the core political role of the Vietnam Fatherland Front and socio-political organizations in building and promoting the strength of great national unity. Building the Strategy for Great National Unity to 2035, vision to 2045. (2) The Central Committee of the Vietnam Fatherland Front and the Central Committees of socio-political organizations shall research, propose to build and implement specific mechanisms and policies to implement construction goals for all classes, classes of people, ethnic groups, religions and overseas Vietnamese. (3) Member organizations shall research, identify and implement solutions to innovate methods of gathering union members and association members, and improve the quality and efficiency of their organizations' activities. (4) Vietnam Fatherland Front Committees at all levels advise Party committees to issue guiding documents, propose to the government to issue mechanisms and policies to ensure improving the effectiveness of propaganda, mobilization, gathering, and solidarity of all strata of people of the Vietnam Fatherland Front and member organizations in localities.
- Strongly innovate the content and methods of propaganda and mobilization of all strata of people: (1) Widely disseminate the Party's guidelines and policies, the State's policies and laws, the historical role and glorious revolutionary tradition of our Party through 100 years of establishment and development; celebrate the 100th anniversary of the founding of the Vietnam National United Front (now the Vietnam Fatherland Front). (2) The Central Committee of the Vietnam Fatherland Front deploys the standardization of the process of receiving - responding to 24/7 petitions from residential areas to the Front and government. (3) Research and organize the implementation of independent assessment of the Provincial Social Belief Index. (4) Innovate methods of mobilizing, gathering and effectively implementing guidelines and policies on ethnicity and religion; strengthen the building of core forces who are reputable people among ethnic minorities and religious people; firmly grasp the people's situation, have specific and effective mechanisms to monitor and summarize the people's situation, ethnicity, religion, social strata, and pressing issues among the people; firmly grasp the situation, proactively prevent, promptly detect, and coordinate to thoroughly handle issues arising from the grassroots level, not allowing hot spots or complicated cases to occur.
- The Vietnam Fatherland Front Committee and member organizations at all levels innovate methods of mobilizing, gathering, and uniting Vietnamese people abroad. The Central Committee of the Vietnam Fatherland Front coordinates with relevant agencies to organize forms of commendation and honoring of collectives and individuals of Vietnamese people abroad with outstanding achievements, contributing to the cause of building and protecting the Fatherland.
1.2. Represent and protect the legitimate and lawful rights and interests of the People; improve the quality and effectiveness of supervision and social criticism, implement democracy, and actively participate in building the Party, State and political system.
- The Central Committee of the Vietnam Fatherland Front shall study and propose the development of mechanisms and policies to ensure the people's right to participate in contributing opinions to the process of building the Party's guidelines and policies, and the State's laws; fulfill the State's responsibility to the people. The Vietnam Fatherland Front Committee and member organizations in localities shall advise Party committees and propose to the government to issue mechanisms and regulations for the people to participate in building a clean and strong Party and government at the same level.
- The Central Committee of the Vietnam Fatherland Front builds a coordination mechanism, clearly assigns responsibilities in supervision and social criticism activities, participating in Party building and State building; promulgates a Project to innovate and improve the quality and effectiveness of social supervision and criticism work of the Vietnam Fatherland Front and socio-political organizations in the period 2026 - 2031; promotes the role of union members, association members, and people from all walks of life to actively participate in social supervision and criticism activities, participate in Party building and State building. The Vietnam Fatherland Front Committees at all levels shall take the lead in coordinating with socio-political organizations to develop and implement annual social supervision and criticism plans.
- The Central Committee of the Vietnam Fatherland Front guides the research and development of "self-management - autonomy - self-supervision" models in residential communities, closely linking between the government and the people, practicing democracy at the grassroots level; researching, developing and promulgating a set of criteria and a Technical Handbook for applying "3 public disclosures - 3 supervisions".
- The Central Committee of the Vietnam Fatherland Front shall supervise, evaluate, and propose amendments and supplements to the Law on Implementation of Democracy at the Grassroots Level. The Vietnam Fatherland Front Committee and member organizations at the same level shall concretize solutions and conditions for implementing democracy at the grassroots level.
- The Central Committee of the Vietnam Fatherland Front proposes that competent authorities issue mechanisms, policies, regulations, and rules to effectively implement the motto "people know, people discuss, people do, people check, people supervise, people benefit"; coordinate to develop a Project to promote the core role of the Vietnam Fatherland Front and socio-political organizations so that the People are masters in the mechanism "Party leads, State manages, People are masters"; concretize the motto "People are the root" with mechanisms and legal regulations.
- Vietnam Fatherland Front Committees at all levels and member organizations implement the mechanism of receiving and responding to voters' opinions on the "Digital Front" platform, receiving 24/7 petitions from the People.
- The Vietnam Fatherland Front Committee and socio-political organizations organize "Month of Listening to the People" at all levels and regions.
- The Central Committee of the Vietnam Fatherland Front and socio-political organizations organize projects and practical research topics on the practice of socialist democracy, promoting the people's right to mastery, and promoting the good traditions of the nation.
1.3. Encouraging all classes of people to emulate in studying, working, creating, participating in socio-economic development, preserving and promoting national cultural traditions, caring for people's lives, strongly promoting the strength of the great national unity bloc, contributing to building and protecting the socialist Vietnamese Fatherland.
- The Central Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front study innovating the content and methods of implementing the campaign "All people unite to build new rural areas and civilized cities"; "Vietnamese people prioritize using Vietnamese goods" in accordance with the new situation and tasks.
- The Presidium of the Central Committee of the Vietnam Fatherland Front, the Central Committee of socio-political organizations launched at least one patriotic emulation movement. Continue to coordinate with ministries, branches, and relevant agencies to effectively implement patriotic emulation movements and campaigns.
- The Vietnam Fatherland Front Committee and member organizations launch emulation movements, organize activities to mobilize union members, association members, and people to participate in contributing to the successful implementation of socio-economic development goals in the period 2026 - 2030, practically towards the 100th anniversary of the founding of the Communist Party of Vietnam and the 100th anniversary of the founding of the Vietnam National United Front.
- The Vietnam Fatherland Front Committee and member organizations at all levels deploy campaigns and emulation movements chaired by the Vietnam Fatherland Front and member organizations to ensure the requirement of bringing practical benefits to the people and the country, in accordance with the functions and tasks of the organization. The Central Committee of the Vietnam Fatherland Front launched and deployed the Emulation Movement "All people join hands to protect the environment, for a green - clean - beautiful Vietnam"; researched and developed a Project to launch the "All people unite to develop the economy, get rich legitimately and reduce poverty sustainably" movement.
- The Central Committee of the Vietnam Fatherland Front develops and implements a digital transformation project to serve emulation movements, campaigns, social security activities, and community support: building a database on the people's situation; database on patriotic emulation movements, campaigns; building software to manage Fund sources; building people-to-people interactive maps; software to manage emulation movements, campaigns. Researching the establishment of a provincial-level Community Emergency Assistance Fund. Researching and proposing mechanisms to ensure the implementation of all social security programs with deadlines, output standards, and impact indicators.
- Promote the role of the Vietnam Fatherland Front and member organizations in preserving and promoting the good traditional cultural values of the nation; building a cultural life in residential areas; spreading moral standards and civilized lifestyles, contributing to consolidating the great national unity bloc.
- Continue to implement housing support programs for poor households and households in difficult circumstances; build a mechanism to mobilize socialized resources to care for community housing.
1.4. Promoting the role of mastery, the spirit of self-management of the People, building a united, safe, prosperous, and happy residential area.
- The Central Committee of the Vietnam Fatherland Front issued guidelines for building "United, safe, prosperous, and happy residential areas" nationwide.
- Promote the core role of the Vietnam Fatherland Front, socio-political organizations in participating in piloting the model of socialist communes, wards, residential areas, villages, and residential groups.

- The Central Committee of the Vietnam Fatherland Front issued a Project to innovate the organization of the Great National Unity Festival. The Vietnam Fatherland Front Committees at all levels implement the organization of the Great National Unity Festival annually.
- Promulgate a set of framework criteria and a Handbook guiding the implementation of the model of a united, safe, prosperous, and happy residential area.

1.5. Effectively implementing people-to-people diplomacy and international solidarity activities
- Vietnam Fatherland Front Committees at all levels and member organizations thoroughly grasp the guidelines and policies of the Party, State and Vietnam Fatherland Front on people-to-people diplomacy, international integration and overseas Vietnamese.
- The Vietnam Fatherland Front Committee and member organizations at all levels innovate and improve the quality and effectiveness of people-to-people diplomacy activities; maintain and regularly maintain friendly and cooperative relationships with organizations that are traditional partners in parallel with researching and expanding relations with equivalent organizations in other countries. Focus on innovating content, diversifying forms of propaganda, promoting the role of culture, literature, and art, promoting cultural diplomacy channels, border area exchange activities,... to enhance the effectiveness of people-to-people diplomacy in the new situation.
- The Central Committee of the Vietnam Fatherland Front issues regulations/guidelines on unified management of people-to-people diplomacy activities. The Vietnam Fatherland Front Committees at all levels and member organizations develop and implement annual people-to-people diplomacy activities plans.
- The Vietnam Fatherland Front Committee and member organizations review, sign and organize the implementation of international cooperation agreements.
- Innovate methods of gathering and connecting the Vietnamese community abroad on digital platforms; support the organization of the Great Unity Festival in the Vietnamese community abroad.
1.6. Innovate the content and methods of operation; complete and operate a streamlined, effective and efficient specialized apparatus; improve the capacity of the contingent of cadres to meet task requirements.
- The Central Committee of the Vietnam Fatherland Front coordinates to advise on building a flexible and effective mechanism between the government, the Vietnam Fatherland Front and socio-political organizations, member organizations. Socio-political organizations study building and developing organizations in the non-state business sector.
- The Vietnam Fatherland Front Committee, socio-political organizations and mass associations assigned by the Party and State effectively operate the organizational structure according to the new organizational model. Assessing 2 years, 5 years of the implementation of the organizational structure of the Vietnam Fatherland Front Committee, socio-political organizations and mass associations assigned by the Party and State according to the new model.
- Strengthen training and improve the capacity to advise and propose for full-time officials of the Front at all levels, especially at the Central level. Build a contingent of Front officials and member organizations with innovative thinking, styles and methods of operation close to the people, close to the people, accompanying the People, especially at the grassroots level, Front officials and mass organizations must be the core and nucleus. 1.7. Participate in science and technology development, innovation, building a digital society; promote digital transformation in the Vietnam Fatherland Front system
- The Central Committee of the Vietnam Fatherland Front, the Vietnam Fatherland Front Committee, socio-political organizations and member organizations organize emulation movements associated with the application of science and technology.
- The Vietnam Fatherland Front Committee, socio-political organizations and member organizations at all levels focus on implementing the Digital Transformation Project of the Vietnam Fatherland Front for the period 2025 - 2030, with a vision to 2035. Building and operating a centralized database on members, association members, and union members to serve the construction work on the organization and operation of the Vietnam Fatherland Front and member organizations.
- The Vietnam Fatherland Front Committee and socio-political organizations, member organizations promote the good implementation of the "Digital Education for All" movement.
- Focus on popularizing digital capacity, skills to recognize bad and toxic information in cyberspace and the ability to use online public services for the People, prioritizing the group of elderly people, people in remote and isolated areas, border and island areas.

IV. Implementation organization
1. The Central Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front shall preside over and direct the implementation, guidance, and monitoring of the Action Program. The Vietnam Fatherland Front Committees at all levels shall preside over the implementation of the Action Program along with the process of implementing the Congress Resolution and the Action Program of their level.
2. Standing Committee of the Vietnam Fatherland Front Committee at all levels
2.1. Central level
- Develop and promulgate specific implementation plans, implement tasks according to the action program. Assign responsibilities by field to each comrade in the Standing Committee of the Central Committee of the Vietnam Fatherland Front in charge of each group of key tasks according to organization and field.
- Organize the dissemination and implementation of Resolutions and Action Programs throughout the Front system at all levels. Be responsible for general direction, coordination, urging, inspection, and supervision of progress nationwide.
- Organize preliminary reviews and periodic summaries for 6 months, annually and at the end of the term to evaluate the implementation of tasks according to the Action Program.
- Assign and assign tasks to departments and units according to their functions and tasks to research and advise the Central Committee of the Vietnam Fatherland Front to develop projects and plans to organize the implementation of specific tasks, progress, and products according to the approved program.
- The Standing Committee of the Central Committee of the Vietnam Fatherland Front decides on the adjustment and supplementation of specific tasks in the Plan to suit the actual situation.
- Assign the Office of the Central Committee of the Vietnam Fatherland Front as the focal point to preside over and coordinate with relevant departments and units to monitor and urge the implementation of contents to ensure progress according to the Plan.
2.2. Provincial level
- Based on this plan, the Standing Committee of the Provincial Vietnam Fatherland Front Committee develops a specific implementation plan suitable to the local situation.
- Include the results of this plan implementation into the annual emulation and commendation criteria of the locality.
3. Socio-political organizations and mass associations assigned tasks by the Party and State at the Central level
- Organize the dissemination and implementation of Resolutions and Action Programs of the Vietnam Fatherland Front for the term 2026 - 2031; select appropriate contents and models to concretize into the Documents of the Congress of Delegates for the new term of the organization.
- Based on the Plan and Action Program of the Vietnam Fatherland Front for the term 2026 - 2031, proactively promote the role and responsibility, build and concretize into projects, programs, and operating plans of the organization.
- Closely coordinate with professional departments of the Central Committee of the Vietnam Fatherland Front, unify content, data, progress, and implementation methods.
4. Member organizations at the Central level
- Organize the dissemination and implementation of Resolutions and Action Programs of the Vietnam Fatherland Front for the term 2026 - 2031. Select appropriate contents and models to concretize into the Documents of the new term Congress of the organization.
- Proactively develop projects, programs, plans, and organize activities associated with the functions and strengths of each organization to concretize the Action Program of the Vietnam Fatherland Front for the term 2026 - 2031.
V. REPORTING AND INSPECTION REGIME
Central committees of socio-political organizations, mass associations assigned tasks by the Party and State, and member organizations at the Central level; Standing Committees of the Vietnam Fatherland Front Committees of provinces and cities:
1. Implement the regime of quarterly periodic reports, 6-month preliminary review, year-end summary and specialized reports as required, send to the Standing Committee of the Central Committee of the Vietnam Fatherland Front (through the Office of the Central Committee of the Vietnam Fatherland Front) to ensure full content, truthfully reflect the situation and results of implementation. Strengthen the application of information technology in reporting, inspection, and supervision work; improve the effectiveness of summarizing, analyzing, and sharing information to serve direction and administration work.
2. Organize periodic inspections and annual thematic inspections to assess the actual implementation of the action program. Based on evaluating results periodically every year or on a thematic basis, the Vietnam Fatherland Front Committee and member organizations have forms of commendation and praise for organizations and individuals with outstanding achievements, effectively implementing the contents of the action program.
3. Assign professional departments of the Central Committee of the Vietnam Fatherland Front agencies to promptly guide and urge implementation according to their functions and tasks.
The Standing Committee of the Central Committee of the Vietnam Fatherland Front requests collectives and individuals to direct, organize, and seriously implement the Plan to ensure quality and on schedule. In the process of implementation, if difficulties and obstacles arise, promptly report to the Standing Committee of the Central Committee of the Vietnam Fatherland Front in writing for consideration and resolution.
