Performing social supervision and criticism is a challenging and important role of the Vietnam Fatherland Front. Supervision is the monitoring, inspection and evaluation of the implementation of the State's policies and laws, the cultivation and training of cadres, civil servants and public employees. The Front's supervision activities are constructive, objective, and honest, helping the Party and State self-review and overcome shortcomings and defects. Social criticism: It is the fact that the Front and its member organizations give opinions and scientific and practical arguments on the correctness and feasibility of draft laws, policies, and socio-economic development programs. Social criticism helps Party and State agencies have a more multidimensional and comprehensive view, avoiding subjective and willful mistakes.
Based on the provisions of the 2013 Constitution (amended and supplemented in Resolution No. 203/2025/QH15); Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Grassroots Democracy of the 15th National Assembly, which added regulations on the Vietnam Fatherland Front, which are: The Vietnam Fatherland Front is part of the political system of the Socialist Republic of Vietnam; is the political basis of the peoples government; gathers and promotes the strength of great national unity; expresses the will, aspirations and promotes the mastery of the People; represents, protects the legitimate and legal rights and interests of the People; implements democracy, strengthens social consensus, conducts social criticism, reflects the opinions of the Peoples Republic; contributes to building the Peoples State, contributes to building the Peoples State and the Peoples Power.
Every year, the Standing Committee of the Vietnam Fatherland Front has coordinated to develop a plan for supervision and social criticism of the Central Committee of the Vietnam Fatherland Front; advise on the development of documents guiding the supervision work of the Central Committee of the Vietnam Fatherland Front; advise on the organization of the synthesis of the implementation of monitoring programs of the Vietnam Fatherland Front, specifically: Advising on organizing thematic supervision on the implementation of laws on citizen reception, complaint and denunciation settlement by the Chairman of People's Committees at all levels nationwide; supervise cadres, party members and personnel work; supervise and improve the effectiveness of handling complaints and denunciations at the grassroots level; advise on organizing monitoring teams to resolve a number of complicated complaints and denunciations; supervise and study a number of legal documents with legal authority.
Many monitoring contents have brought positive results, helping competent state agencies promptly overcome shortcomings, remove many difficulties and inadequacies in performing tasks, propose to perfect mechanisms and policies, while meeting aspirations, protecting the legitimate and legal rights and interests of the people...
The social criticism activities of the Vietnam Fatherland Front are increasingly enhanced. From 2019 to 2024, the Central Committee of the Vietnam Fatherland Front has organized 16 social criticism conferences. Member organizations such as the Vietnam General Confederation of Labor, the Ho Chi Minh Communist Youth Union, the Vietnam Women's Union, the Vietnam Farmers' Association, and the Vietnam Veterans' Association have organized social criticism of 19 draft documents. Many social criticism opinions have been accepted and highly appreciated by the drafting agencies, becoming an important and necessary information channel to help the Party and State review, improve and promulgate policies, laws and decide on important issues of the country.
Timely monitoring and criticism early, from the grassroots
Social supervision and criticism activities aim to promote the role of the Vietnam Fatherland Front and socio-political organizations from the central to the grassroots level, effectively perform the task of representing and protecting the legitimate and legal rights and interests of the people, contribute to Party building, building the government, improving the effectiveness and efficiency of State management, the effectiveness of agencies and organizations in the political system in the context of arranging administrative units at the provincial and commune levels and implementing the 2-level local government model.
The implementation of social supervision and criticism must thoroughly grasp and meet the requirements in the Resolution of the 13th National Party Congress; Conclusion No. 19-KL/TW dated October 14, 2021 of the Politburo on the Orientation Project for the Law Development Program for the 15th National Assembly term; Directive No. 18-CT/TW dated October 26, 2022 of the Secretariat on promoting the role, improving the quality and effectiveness of social supervision and criticism work of the Vietnam Fatherland Front and socio-political organizations.
In addition, the organization of the implementation of social supervision and criticism activities must ensure the principles and regulations of the law, unify the entire system of the Vietnam Fatherland Front and socio-political organizations from the central to the grassroots level; not affect the normal operation of agencies and organizations subject to supervision and agencies and organizations in charge of drafting documents subject to social criticism.
In addition, continue to innovate the content and methods of social supervision and criticism, proactively and promptly monitor and criticise early, from the grassroots, select subjects, monitoring content, and social criticism with focus and key points, focusing on major and priority policies and strategies of the Party and State, issues directly related to the legitimate and legal rights and interests of the people; promote the application of information technology in monitoring and criticism activities...
According to the Committee for Democracy, Supervision and Social Criticism (Agency of the Central Committee of the Vietnam Fatherland Front), there should be clearer mechanisms and regulations to ensure the effectiveness of the Front's social criticism and supervision activities. The results of supervision and criticism must be listened to, accepted and resolved seriously, publicly and transparently. Develop a mechanism to encourage people to participate in monitoring and criticism actively and in accordance with the law.
Mr. Hoang Cong Thuy - Vice Chairman of the Central Committee of the Vietnam Fatherland Front said that supervision activities need to select major, hot issues, social issues of concern. Therefore, it is necessary to innovate the content and methods of social supervision and criticism, proactively and promptly monitor and criticise early, from the grassroots, selecting subjects, the content of social supervision and criticism with focus and key points, focusing on major and priority policies and policies of the Party and State, issues directly related to the legitimate and legal rights and interests of the People.
Vice Chairman Hoang Cong Thuy emphasized that supervision activities need to be streamlined, compact and effective; clarify time, location, host agency, coordinating agency; promote the application of information technology in supervision and social criticism activities.
