Long concrete roads in the village. Hills covered with green fruit trees. People's lives are increasingly prosperous. All create a new face for Na Loc II village, Chieng So commune. Behind that change is the leading role of Party Secretary cum Village Head Quang Van Ong (born 1983).
Born and raised on the land along the Ma River, Mr. Ong understands every difficulty of the people. As soon as he received his assignment, he determined to focus on economic development. In parallel with that is building a clean and strong Party cell and consolidating the bloc of national unity.
In the position of Secretary of the Party Cell, he clearly assigned tasks to each party committee member, and at the same time developed a socio-economic development plan of the village that was close to reality, with a roadmap and specific targets.
The highlight in leadership is the transformation of production thinking from fragmented and spontaneous to focused and systematic, prioritizing high-value fruit trees.
To date, the whole village has more than 75 hectares of fruit trees, mainly late-ripening longan and regional longan. In 2025 alone, the village planted and renovated 15 hectares of early-ripening longan. Along with cultivation, animal husbandry is also focused on with about 150 cattle and 300 pigs, helping people diversify income sources and reduce risks when the market fluctuates.
A prominent highlight is the birth of the Hill Garden Fruit Cooperative with 15 members, creating regular jobs for 20 local workers, with an average income of more than 6 million VND/person/month.
From changes in thinking and ways of doing things, to date, the average income per capita of the village has reached over 40 million VND/year; the whole village only has 1 poor household and 2 near-poor households - a remarkable result for a village along the Ma River.
Mr. Lo Van Nguyen (Na Loc II village) shared: "Previously, production was small-scale, lacked techniques, and output was unstable. Since the orientation of the Party Cell Secretary, Village Head, holding hands and guiding people, longan cultivation has been better organized. Households participating in cooperatives also help us feel secure in production and stabilize income.
Not only focusing on economic development, Mr. Ong also pays attention to investing in infrastructure, especially village roads. With the motto "The State and people work together", he persistently mobilized people to donate hundreds of square meters of land, contribute working days and materials. Thanks to that, the village has concreted 3.5 km of village roads, making travel and transportation of agricultural products more convenient.
In Party building work, Mr. Ong focused on improving the quality of Party cell activities, maintaining the principle of democratic centralism, strengthening internal solidarity and innovating leadership methods suitable to the local reality.
The Party cell has officially transferred to 6 party members, fostering 4 outstanding masses who are sympathetic to the Party, successfully building the "4 Good Party Cells" model recognized for two consecutive years (2024-2025).
In mid-July 2025, when storm No. 3 (Wipha) caused damage in the area, Mr. Ong and the Party Committee collective closely followed the grassroots level, directing the remediation of the consequences.
The village has handled 4 km of landslide roads, supported the repair and relocation of 14 affected houses; mobilized 80 personnel to participate in disaster recovery in the commune and supported households affected in agricultural production, helping people soon stabilize their lives.
The efforts of the Party Cell and the Party Cell Secretary personally were recognized when Na Loc II village Party Cell excellently completed its tasks for 4 consecutive years (2022–2025); Mr. Quang Van Ong was commended for studying and following Ho Chi Minh's ideology, morality, and style.

From spacious concrete roads to longan gardens laden with fruit, Na Loc II is innovating every day. That is the result of the consensus between the Party Committee, government and people, under the guidance of the Secretary cum Village Head who is dedicated to the people.
