The 14th National Party Congress took place in an atmosphere of excitement and pride at the great and comprehensive achievements after 40 years of renovation and 5 years of implementing the Resolution of the 13th Party Congress. People across the country continue to place their trust and expectation in the Party's renovation guidelines, vision and leadership, believing that the 14th Congress will mark a new milestone on the country's development path.
On behalf of the Party Committee of the Fatherland Front and central organizations, I would like to express my high agreement with the documents submitted to the Congress. With the permission of the Presidium of the Congress, on behalf of the Party Committee, I would like to present a paper with the theme: "Promoting the strength of national great unity - the foundation and important driving force for successfully implementing the country's development goals in the new era".

Throughout the revolutionary leadership process, our Party always inherited and creatively applied Ho Chi Minh's ideology of great national unity; firmly maintained the view "people are the root", closely associated with the People, strengthened consensus between all classes, ethnic groups, religions and the Vietnamese community abroad, thereby building a unified great unity bloc in will and action.
In the past term, in the face of unprecedented changes and challenges, the Party and State have continued to promulgate and synchronously implement guidelines and policies, creating a solid foundation to promote the strength of the great national unity. The people's belief in the Party and State is increasingly consolidated; the spirit of solidarity, mutual affection, and community responsibility continues to be spread, and the combined strength of the people is strongly promoted in the cause of building and protecting the Fatherland.
Over the past 5 years, under the leadership of the Party, close coordination of all levels of government, the Vietnam Fatherland Front has strongly innovated the content and methods of operation, promoted propaganda and mobilization of all classes of people, strengthened consensus, unity and social stability, effectively implemented patriotic emulation movements and major campaigns. Typical examples include: The campaign "All people unite to build new rural areas and civilized cities", maintaining annual and actively the peak month "For the Poor", supporting the construction of Great Solidarity houses, eradicating temporary and dilapidated houses nationwide... In the years of the Covid-19 epidemic, peak storms and floods, people suffered heavy losses, the Fatherland Front promptly launched and called on people, soldiers nationwide and overseas Vietnamese to support large resources, contributing to overcoming the consequences of natural disasters and epidemics, and stabilizing people's lives. In addition, social security work, taking care of people in difficult circumstances and deep-lying areas
The Vietnam Fatherland Front, socio-political organizations and member organizations are increasingly promoting the role of representing and protecting the legitimate and lawful rights and interests of the People, affirming the position of a reliable bridge between the Party, State and People through participating in building and perfecting institutions, policies and laws, organizing supervision and social criticism activities, contacting voters and direct dialogue. Through the supervision channels of the Fatherland Front, the People have actively participated in reflecting inadequacies in management and performance of official duties, providing information to help functional agencies promptly handle many issues and incidents arising in practice; thereby, the role of the people in preventing and combating corruption, wastefulness, and negativity has been promoted, making positive contributions to Party building and the political system.
Implementing the policy of arranging and streamlining the organizational apparatus of the political system, the Vietnam Fatherland Front and socio-political organizations have been consolidated in the direction of streamlining, ensuring unified, effective and efficient operation. The apparatus after arrangement has gradually gone into smooth operation, promoting the strength of coordination and strengthening cohesion in the system.

From the practical activities in the past term, some important lessons can be drawn in promoting the strength of the great national unity. These are:
First, it is necessary to resolutely inherit and creatively apply Ho Chi Minh's ideology on great unity, associated with the requirements and tasks of the new revolutionary period.
Second, Always consistently take the People as the center, linking socio-economic development with meeting the practical interests of the People, promoting the endogenetic strength of the entire people as a driving force, ensuring social security and not leaving anyone behind. At the same time, it is necessary to promote and effectively use publicly and transparently the State's resources and resources in the People.
Third, Promote substantive democracy, strengthen publicity and transparency to strengthen trust and create social consensus.

Our country is entering a new era - an era of knowledge, innovation, digital transformation, green transformation and deep international integration with intertwined opportunities and challenges; promoting the strength of the great national unity bloc becomes a strategically significant factor, an important driving force for the country to overcome challenges, seize opportunities and develop sustainably.
To promote that strength, the Vietnam Fatherland Front respectfully requests the Party and State:
- Continue to create conditions and create a comprehensive breakthrough in awareness, organization and policy mechanisms so that the viewpoint of "taking the people as the focus, subjects, goals and driving force of innovation" must be deeply imbued, turning the spirit of great unity into concrete, practical, and effective actions.
- Strengthen the mechanism of democratic practice, transparency, ensuring that the People participate in opinions, supervision and social criticism in a substantive way; and at the same time request all levels of government, sectors, and levels to strictly implement accountability for the People's recommendations. At that time, the great national unity will certainly become an important lever, promoting the country's development and steadfastness in the face of global changes.
To implement the Resolution of the 14th Party Congress, in the coming time, the Party Committee of the Fatherland Front and central mass organizations determined that, more than ever, the Fatherland Front needs to promote the role of political alliance, voluntary union of political organizations, socio-political organizations, social organizations and typical individuals in all classes, social classes, ethnic groups, religions, and overseas Vietnamese:
First, Continue to strongly and comprehensively innovate the content, methods and operating mechanisms, focusing on people's livelihoods and democracy; improve the quality of the contingent of cadres, especially the contingent of cadres of the Fatherland Front, socio-political organizations at the grassroots level; consolidate and operate the organizational system according to the new model and coordination mechanism in the direction of "one task - one focal point - one deadline - one result". At the same time, improve the quality of supervision and social criticism activities. The Vietnam Fatherland Front continues to preside over the implementation of supervision and social criticism programs nationwide for practical issues, draft laws and legal documents as prescribed, ensuring effectiveness and substance.
Second, Movements and campaigns organized by the Fatherland Front and member organizations must clearly define goals, responsibilities, deadlines, measurable results, associated with political tasks and suitable to the actual situation; focus on unified implementation of practical models serving the community, contributing to socio-economic development, maintaining security and order and improving people's lives in residential areas. Continue to expand people-to-people diplomacy activities to spread the spirit of solidarity, the image of the country and people of Vietnam, contributing to consolidating a peaceful, cooperative and developing environment.
Third, Promote the promotion of democracy and the people's right to mastery; continue to propose institutionalization into a mandatory process to implement the motto: "People know, people discuss, people do, people check, people supervise, people benefit"; as well as further promote the role and responsibility of the VFF in implementing the Party leadership mechanism, State management, People mastery; strengthen the mechanism of direct dialogue, periodically annually organize "Monday of listening to people speak", independently deploy the evaluation of the provincial-level social trust index; apply technology and digital transformation to promptly listen, expand connection, receive and respond to people's opinions through the Digital Front platform, so that the VFF must truly be a place where people send their trust, where all voices of the People are listened to and respected, the VFF must truly be a connecting thread between the Party, State and People, a place to turn right policies into right actions and right results.
Fourth, the Fatherland Front continues to be the center for promoting and strongly arousing national aspirations, the spirit of innovation and creativity among all classes of people; gathering, attracting and mobilizing the strength of workers, farmers, youth, women, the elderly, intellectuals, ethnic minorities, religions, entrepreneurs and overseas Vietnamese to contribute their efforts and intelligence to the development of the country.

During his lifetime, President Ho Chi Minh affirmed the truth: "In the sky, nothing is as precious as the People; in the world, nothing is stronger than the united forces of the People" and "Unity, solidarity, great solidarity / Success, success, great success".
With the wise leadership of the Communist Party of Vietnam, the active participation of the entire people, we have a solid basis to realize the aspiration to build a rich, strong, democratic, fair, civilized and happy Vietnam in the era of the nation's strong rise, meeting the trust and expectations of the People.
