In the afternoon of January 14, Member of the Party Central Committee, Deputy Head of the Central Organization Committee Nguyen Thanh Tam answered some questions from the press about the personnel work of the 14th Party Congress.
The Deputy Head of the Central Organization Committee said that the personnel work of the 14th Central Executive Committee was directed methodically, objectively, ensuring democracy, caution, tightness, and very high unity by the Politburo, the Sub-Committee on Personnel, the 13th Central Executive Committee, and the General Secretary in accordance with the Party's principles.
Right from the beginning of the XIII term, the Politburo issued regulations on cadre planning, on that basis, directed the implementation of cadre planning at all levels, especially leading and managing cadres; approved the planning of key leadership titles of localities, agencies, and units for the 2025-2030 and 2026-2030 terms.
By the middle of the term, the Politburo issued the plan for strategic cadres of the 14th term for the 2026-2031 term, on that basis, building and approving the planning of the 14th Central Executive Committee, both official and supplementary, contributing to proactively preparing abundant and quality personnel for the personnel work of the 14th Party Congress.
On April 14, 2025, the Politburo issued Directive 45 on Party Congresses at all levels towards the 14th Party Congress, directing the successful organization of Party Congresses at all levels. Through the congresses, it has selected, introduced, appointed, and elected secretaries and deputy secretaries of provincial and city Party committees, Party committees directly under the Central Government to ensure quality, capacity, prestige, meeting standards and conditions according to regulations.
At the same time, the Politburo has decided to assign, transfer, appoint, and rotate cadres to hold key leadership positions of agencies, units, and localities to meet requirements and proactively prepare personnel for the 14th Party Congress.
At the 10th, 11th, and 12th Central Conferences, the 13th Central Executive Committee discussed and unanimously issued the Personnel Work Direction of the 14th Central Executive Committee of the Party, which clearly identified viewpoints, requirements, principles, standards, conditions, structure, and quantity.
This is a particularly important basis and political basis for the Politburo, the Secretariat and the General Secretary to lead and direct the implementation of personnel work of the 14th Central Executive Committee of the Party," Mr. Nguyen Thanh Tam emphasized.
The Deputy Head of the Central Organization Committee also added that the Politburo has oriented and introduced personnel for agencies, units, and localities to carry out the process of introducing personnel to participate in the 14th Central Executive Committee of the Party, both official and supplementary, both re-elected and first-time participation.
Next, at the 13th, 14th, and 15th Central Committee Conferences, the Politburo and the Central Executive Committee agreed to introduce re-elected personnel and participate for the first time, both officially and as a supplement, officially approving the report and list of nominations for the Central Executive Committee, to submit to the 14th Party Congress for election according to regulations.
Previously, according to the announcement of the 15th Conference of the 13th Central Executive Committee of the Party, on personnel work of the 14th Party Congress, the Central Executive Committee of the Party unanimously approved the Report of the 13th Central Executive Committee of the Party submitted to the 14th Party Congress on personnel work of the 14th Central Executive Committee of the Party and voted to approve with a high concentration of votes for personnel introduced to participate in the 14th Central Executive Committee of the Party, personnel introduced to participate in the Politburo, Secretariat, key leaders of the Party and State of the 14th term, term 2026-2031 to submit to the 14th Party Congress for consideration, decision and organization of elections according to the Party's charter and regulations.
