Comrade Luong Quoc Doan - Member of the Party Central Committee, Chairman of the 9th Central Committee of the Vietnam Farmers' Union, on behalf of the Presidium, delivered the closing speech of the Congress.
After two working days with the spirit of "Solidarity - Democracy - Breakthrough - Cooperation - Development", the IX National Congress of the Vietnam Farmers' Union, term 2026 - 2031, completed all the contents and proposed programs and achieved great success.
The Congress promoted the spirit of democracy and responsibility, discussed enthusiastically, frankly and highly unanimously through important documents, including: Report of the Executive Committee of the 8th Central Committee of the Vietnam Farmers' Union; Charter of the Vietnam Farmers' Union (supplemented and amended); Review Report of the Executive Committee, Standing Committee of the 8th Central Committee of the Union and Resolution of the 9th National Congress of the Vietnam Farmers' Union, term 2026 - 2031.
The Congress selected and elected the Executive Committee of the 9th Central Committee of the Vietnam Farmers' Union, term 2026 - 2031, including 81 typical comrades, representing more than 10 million members and farmers nationwide; ensuring inheritance, innovation and development; having sufficient political qualities, ethics, capacity, qualifications and prestige to lead the successful implementation of the Congress Resolution. The Congress assigned the important responsibility to the Executive Committee of the 9th Central Committee of the Union to lead and direct the successful implementation of the Congress Resolution.
Comrade Luong Quoc Doan emphasized that the documents adopted at this Congress are the crystallization of the intelligence, will and aspirations of cadres, members, and farmers nationwide; objectively and comprehensively reflecting the results of the Association's work and the farmers' movement in the past term; showing high unity in viewpoints, directions, goals, tasks, solutions and striving targets in the new development stage.
The Congress documents closely follow the Party's guidelines and policies, the State's policies and laws, especially the Resolution of the 14th Party Congress, the strategic resolutions of the Politburo and Resolution No. 46-NQ/TW dated December 20, 2023 of the Politburo on innovating and improving the quality of activities of the Vietnam Farmers' Union to meet the requirements of tasks in the new period.
At the same time, it shows the spirit of innovation, aspiration to rise up and high determination of cadres, members, and farmers nationwide to overcome difficulties and challenges, successfully implement the Resolution of the IX National Congress of the Vietnam Farmers' Union, contributing to the effective implementation of the Party's guidelines and resolutions on agriculture, farmers, rural areas and building the Vietnamese farmer class in the new period.
The Congress democratically discussed and highly agreed on major guidelines and orientations in the new term; identified 5 general objectives, 11 key target groups, 6 tasks, solutions and 4 key and breakthrough tasks.
On that basis, the Congress determined to continue building a strong Union organization in terms of politics, ideology, organization and action; strongly innovate the content and methods, improve the quality and efficiency of operations; play a good role in representing, caring for, and protecting the legitimate and lawful rights and interests of members and farmers; promote the role of a solid bridge between farmers and the Party and State; participate in building the Party, political system and the great national unity bloc on the foundation of consolidating the "worker - farmer - intellectual" alliance; proactively integrate internationally, improve the effectiveness of people-to-people diplomacy and international cooperation.
At the same time, focus on building a civilized and comprehensively developed Vietnamese farmer class with self-reliance, self-strengthening will and aspiration to rise up; promote the role of farmers as the subjects in agricultural economy development, rural economy and new rural construction; contribute to the development of ecological agriculture, modern rural areas, building a peaceful, independent, democratic, prosperous, prosperous, civilized, and happy Vietnam, firmly moving towards socialism.
