The whole province of Dien Bien currently has 45 commune-level administrative units (42 communes, 3 wards) with 1,447 villages, hamlets, and residential groups. The average population in 2025 is estimated at 667,417 people, with 19 ethnic groups living together, of which ethnic minorities account for over 82%. This reality poses a problem for how to gather, unite, and promote the strength of each citizen.
According to Mr. Mua A Vang - Alternate Member of the Party Central Committee, Chairman of the Vietnam Fatherland Front Committee of Dien Bien province, the key is to arouse the spirit of solidarity through specific actions, solving the most urgent problems of the people.
According to Mr. Vang, in recent times, ethnic minorities in the area have united, actively worked, produced, escaped poverty, and stabilized their lives.
The Provincial Vietnam Fatherland Front Committee and its member organizations, from the province to the grassroots level, have become a solid bridge, bringing the "P Party's spirit" closer to the "people's heart". People's trust in the Party and government has been mainly strengthened by the results of "seeing and hearing" right in the locality.
In particular, the program to eliminate temporary and dilapidated houses has created a strong impression, becoming a movement spreading throughout the localities.
"Hundreds of officers and soldiers of the armed forces, union members and association members did not mind the hardships, bringing materials, rice and salt to the villages to help people build new houses" - Mr. Vang said.
Accordingly, by June 20, 2025, the whole province had completed and handed over 835/835 houses 100%) to poor households with a total implementation cost of over 87 billion VND.

Spreading movements and campaigns

According to Mr. Vang, thanks to the efforts of movements and campaigns, ethnic minorities have become increasingly aware of their role as subjects. People not only unite to escape poverty, but are also "lifelines" in preserving and promoting unique national cultural identity, and are also the core force to protect national security and firmly protect national border sovereignty.
