According to Associate Professor, Dr. Duong Van Sao, the Draft Report was prepared very carefully and scientifically, the structure of the report divided into 15 items is reasonable and logical, the content of the Draft includes comprehensive areas of economy - politics - ideology, culture - society, national defense and security. The draft report also clearly demonstrates Party spirit, high fighting spirit, straightforwardness in looking at the truth, honest and objective assessment of 4 achieved results, 8 limitations, 3 objective causes, 4 subjective causes of limitations, and drawing 5 lessons. On that basis, it is necessary to make convincing forecasts about the international and domestic context in the coming years; propose 5 viewpoints and development goals for the economy, society, and environment; propose 14 general tasks, 6 key tasks, and 3 strategic breakthrough tasks in the new period.
The issues raised in the Draft report clearly demonstrate the aspiration to rise up and the strong political determination of the Party, State and the entire people, in promoting economic development, socio-cultural development, and society to maintain national independence and sovereignty. This is also one of the bases for Associate Professor, Dr. Duong Van Sao to affirm that the Draft has basically met the needs and aspirations of first of all Party members and then of the entire people on promoting comprehensive national development in the new era, in order to stand shoulder to shoulder with countries in the region and the world.
It is necessary to fully cover the role of member organizations of the Fatherland Front
Contributing opinions to the Draft, Associate Professor, Dr. Duong Van Sao stated: The draft only assesses the role of the Fatherland Front and socio-political organizations, not assessing the role of each socio-political organization alone as not entirely reasonable, because each organization has a different role. He analyzed: The Trade Union is a bridge between the Party, the State and the workers, playing the role of an economic school, a management school and a socialist school. The activities of the Trade Union in recent years have not only participated in economic and social management, agency and unit management but also represented and cared for the protection of the legitimate and legal rights and interests of workers, built harmonious, stable and progressive labor relations, creating motivation to encourage workers to work with high productivity, quality and efficiency. The work of propagating, mobilizing, and organizing workers to pioneer in implementing the Party's guidelines and policies, the State's laws and policies, resolutely fighting against social evils, building an advanced Vietnamese culture imbued with national identity has been carried out regularly with quality and efficiency. Trade union activities have made important contributions to economic and social development, but have not been evaluated.
Also according to Associate Professor, Dr. Duong Van Sao, the Vietnamese working class is the class that leads the revolutionary cause of our country, through its pioneering Party, the Communist Party of Vietnam. Currently, the Vietnamese working class is present in all economic sectors and occupations and is operating and using the most important production tools, deciding the development speed of the economy. The Vietnamese working class is pioneering in implementing the Party's innovation guidelines. Although it does not account for a high proportion of the population and the social labor force, it has created a volume of products that accounts for the majority of the national income and ensures the State budget every year. However, in the assessment of the implementation of the Resolution and the country's apparatus after 40 years, the role of the working class was not mentioned.
"What is no longer logical is that when it comes to the task section, solutions are proposed to build a working class" - Associate Professor, Dr. Duong Van Sao said. He also emphasized that the work of developing Party members and organizing Party activities in non-state enterprises and foreign-invested enterprises in the socialist-oriented market economy is a matter of law, deciding the existence and development of the Party. However, in the Draft, the assessment part and in tasks and solutions have not been properly mentioned.
Regarding the guiding viewpoint, the Draft Report sets out 5 guiding viewpoints, according to Associate Professor, Dr. Duong Van Sao, it is necessary to add a viewpoint linking economic development with progress and social justice, ensuring welfare and social security, to demonstrate the socialist orientation of the market economy in Vietnam, for viewpoint 4, it is necessary to add the role of the Fatherland Front and people's organizations, in order to promote the strength of national solidarity with the strength of the times...
