On May 11, at the headquarters of the National Assembly agencies, the Committee on Culture and Society held the second plenary session of the Committee. Chairman of the Committee Nguyen Dac Vinh chaired the meeting.
At the meeting, the Committee focused on discussing and giving opinions on 3 contents including:
Firstly, the draft Law amends and supplements a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Grassroots Democracy.
Second, the National Assembly's Resolution on popularizing preschool education for preschool children aged 3 to 5.
Third, the Resolution of the National Assembly on tuition exemption and support for preschool children, primary school students, and students studying general education programs at educational institutions in the national education system.
The Committee will give its written opinions on: Government report on the implementation of salary reform, pension adjustment, social insurance benefits, preferential allowances for meritorious people and social allowances; Report on the Committee's performance in the first 6 months of the year and expected work in the last 6 months of 2025.

In commenting at the meeting, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy said that it is expected that the Standing Committee of the Central Committee of the Vietnam Fatherland Front has been arranged and streamlined from 9-11 people. Which includes the Chairman, Standing Vice Chairman and the Vice President are the heads of 5 socio -political organizations.
All departments and service advisory units of the Vietnam Fatherland Front Agency and socio-political organizations will be arranged under the Standing Committee of the Vietnam Fatherland Front to provide general service advisories.
The orientation is to transfer common, similar tasks to general advisory committees of the Vietnam Fatherland Front. The tasks of a unique and characteristic nature of socio-political organizations continue to be carried out.
For public service units, it is expected to rearrange the entire public service unit in the direction of putting most of the centers and public service units of socio-political organizations under local management.
At the same time, reorganize the press agencies, magazines, and publishers of current socio-political organizations in the direction of keeping the units 100% autonomous.
For newspapers and magazines that are not 100% autonomous, they must dissolve and cease operations.
Socio-political organizations that hold congresses, have leadership agencies (ecutive committee, standing committee), leadership positions (chairman, vice chairman or first secretary, secretary); operate according to the law and charter of each organization; have legal status, have its own seal and account (level 2 budget estimate unit).
These regulations ensure the principle that socio-political organizations under the Vietnam Fatherland Front at the same time promote the initiative and creativity of each organization, ensuring relatively independent.
According to Resolution 60 of the 11th Central Conference of the 13th tenure, the arrangement of the Vietnam Fatherland Front and socio-political organizations and mass organizations will be amended in the Constitution, and related laws will be used as a legal basis for implementation. The arrangement must be completed before July 15.
