This Party Secretary born in 1989 went to each household, organized small meetings to directly exchange with people, pointing out the practicality of eliminating outdated customs and building a cultural lifestyle.
These are two of many examples of cadres and party members who, when they know how to uphold the spirit of responsibility, the implementation of Party guidelines and Resolutions will bring practical efficiency.
In his speech, General Secretary To Lam affirmed that "responsibility" is the decisive factor for successfully implementing the Party's resolutions. The transition from "saying" to "doing" and from awareness to action is necessary in the process of implementing the resolution. The General Secretary pointed out the situation of "saying more and doing less", "saying well but doing poorly", and "saying not in parallel with doing" which are things that need to be stopped. Each level of leadership, especially the head, needs to uphold the spirit of responsibility and set an example in turning policies into reality.
Responsibility is not only about completing tasks but also determination in action, ensuring that all plans are implemented synchronously, effectively and achieve specific results. This is why responsibility is not only an obligation but also an important driving force to help policies take effect and create real change.
The General Secretary clearly stated that each head must be directly responsible for the results of the work they are in charge of. If the work does not achieve results, the head must be responsible, and must not use collective reasons to justify personal shortcomings. This reflects the requirement for leaders not only to have a strategic vision but also to be able to organize implementation, lead the team and be responsible for the results.

When responsibility is closely linked to discipline
The Resolution of the 14th National Party Congress raises many major issues, many major issues with very specific goals requiring high responsibility from the entire political system.

This indicates that responsibility is not only an individual factor but also an organizational factor. Party leadership agencies must be responsible for adjusting leadership methods to suit the reality and new conditions. At the same time, the organization of implementation must be carried out in a new way, must strongly shift from the method of "management based on administrative orders" to "management based on results"; from evaluating by "formal reports" to evaluating by "specific development products" and "substantial social impacts". Discipline in implementation must become the principle of action of the entire political system, ending the situation of avoidance, stagnation, and shirking responsibility in organizing the implementation of resolutions.
Each policy decision needs to answer the core question: "What benefits does it bring to the country, to the people and to the long-term development future of the nation?". This responsibility is not only the commitment of the Party but also the commitment to the people, because the people themselves are the ultimate beneficiaries of the results from the Party's policies.
In addition, mobilizing the participation of the people in supervising and implementing resolutions is an indispensable factor. The Fatherland Front and socio-political organizations need to promote the role of supervision and social criticism, thereby ensuring transparency and efficiency in the implementation of Party resolutions.
“Responsibility” is an important and consistent factor in the implementation of the Resolution of the 14th Party Congress as General Secretary To Lam directed: “It is impossible to let the situation where the resolution is correct, the organization of implementation is weak, slow, and ineffective without anyone taking specific responsibility. It is not allowed for weakness in organization and people to slow down the country's progress, because time is a particularly important and irreversible development resource, slow implementation not only wastes resources, but also slows down the pace and loses opportunities for the country's development”.
