In the thousands of years of the nation's history, building and defending the country has become a rule of survival and development. From that law, our ancestors have concluded a strategic plan, a consistent philosophy of action: Caring to protect water before it is in danger. Inheriting and developing this invaluable ideological heritage in the new context, our Party has set out a guiding viewpoint on "Protecting the Fatherland early, from afar". This is not simply a military strategy, but an overall package of comprehensive policies and measures on politics, economy, culture, society, national defense, security and foreign affairs.

In particular, the fundamental and decisive factor is the strength of the great national unity bloc, which is the construction and consolidation of the people's heart position. As President Ho Chi Minh affirmed, "nothing in the world is stronger than the people's solidarity force". A country can only be strong when it is "popular", and will weaken when "popularity is divided".

Vietnam is a multi-ethnic, multi-religious country. In that situation of people's hearts, the great bloc of religious solidarity, the closeness between religions and peoples, is a particularly important spiritual pillar. Promoting the strength of the great religious unity bloc is an important method to preserve the country when the country is not yet in danger, creating endogenous strength to proactively prevent and defeat all plots of division and sabotage by hostile forces, firmly protecting the Fatherland early and from afar.

The historical and theoretical foundation of the power of great solidarity

The history of Vietnam is the history of tireless struggles to protect sovereignty and independence. In those uncompromising battles, patriotism and national unity are the basic driving forces, the decisive factors for all victories. tu tung Nguyen Ai Qu Quoc summarized: Our laws teach us that when our people are united, our country will be independent; when our people are divided, our country will be supported by foreign countries.

The policy of protecting the country since the beginning of the world always originated from caring for the people and gathering the hearts of the people. That is the idea of "show off the people to make a deep and lasting line" of Tran Hung Dao, the philosophy of "carrying a boat is the people, turning a boat is also the people" of Nguyen Trai. Faced with foreign invasion, our ancestors were always aware that it was necessary to mediate all internal conflicts, whether class or religious conflicts, for the highest benefit of the nation to focus their strength against common enemy. That power is built on the foundation of "people's heart", creating a solid position of people's heart.

During the Ho Chi Minh era, this precious tradition was promoted to a new height by our Party and Uncle Ho. President Ho Chi Minh summarized the truth of the action: "Solidarity, unity, great solidarity. Success, success, great success". The foundation of that unity is patriotism, the common goal of national liberation, building a prosperous and happy country.

To gather the strength of solidarity, our Party has founded and led the United National Front, now the Vietnam Fatherland Front. The Vietnam Fatherland Front is the political basis of the people's government, a place to express the will, aspirations, gather the great national unity bloc, and promote the people's mastery. The role of the Front is to gather, build and promote the strength of great national unity, implement democracy, enhance social consensus, and greatly contribute to the cause of building and defending the Fatherland.

In the new context, the strategy of " defending the Fatherland early and from afar" requires the foundation of the great unity bloc to be consolidated more firmly than ever. This is not only solidarity in armed struggle, but also solidarity in economic construction, cultural development, social stability and especially solidarity in the struggle on the ideological and theoretical front. The spiritual strength of the nation, expressed in the people's heart position, is the first line of defense, early and from afar, to prevent all " Sudden" risks.

Religious solidarity - a spiritual pillar in the people's heart battle

The strategy of protecting the Fatherland early and from afar clearly identifies that one of the unfavorable risks that can cause breakthroughs is internal factors, including the exploitation of " Ethnic and religious issues" by hostile forces to fight against them. Therefore, building a strong religious solidarity bloc, making ethnic minorities accompany the nation is one of the core tasks to protect the country when it is not yet in danger.

Our Party and State always have a consistent view of respecting and ensuring the people's freedom of belief and religion. Religious people are an important part of the Vietnamese people. Promoting their strength is the responsibility of the entire political system. The Vietnam Fatherland Front has a particularly important task of "expanding and diversifying the forms of gathering and mobilizing" all classes of people, including religious people, to strengthen trust and create social consensus.

To do this, mass mobilization and front work must pay special attention to "catching, building and promoting the role of outstanding prestigious people... dignitaries and religious people". Presidents, monks, and prestigious people in regions and ethnic groups are an important bridge to "movie and create consensus, support the Party's guidelines and policies, the State's policies and laws". The active participation of religious organizations and religious people in patriotic emulation movements, new rural construction, poverty reduction, and social security is a vivid manifestation of the will of the Party - the people, contributing to building a national defense posture and a solid people's security posture right from the grassroots.

The people's trust, including religious people, must not only be built through propaganda and mobilization work, but must also be strengthened by specific material and spiritual benefits. The people's heart situation is only truly stable when people's lives are constantly improving.

Recognizing this, our Party and State have a policy of "participating in developing and implementing policies and guidelines related to ethnic minorities, creating conditions for people to participate in patriotic emulation movements, building new rural areas, helping each other escape poverty, and ensuring social security". The harmonious resolution of interests and concern for pressing issues of people's lives, especially in "stratelized areas, key areas, remote areas, ethnic minority areas, border areas, and islands" is the most fundamental measure to strengthen the people's heart position.

When material and spiritual life is improved, when people of all religions are upgraded to religious freedom according to the law and in accordance with national cultural traditions, they will become a solid fortress, raising their resistance and awareness of vigilance, fighting against distorted arguments, inciting division of the great national unity bloc.

Identifying and fighting against plots of taking advantage of religion to protect the country since the country was not yet in danger

The viewpoint of "protecting the Fatherland early and from afar" requires us to detect early and promptly handle adverse factors, especially factors and risks that cause sudden changes. In the current context, one of the most dangerous disadvantages and risk factors for breakthroughs is the exploitation of ethnic and religious issues by hostile and reactionary forces to sabotage.

The current long-range struggle to protect the Fatherland does not only take place at sea, in the air or at the border, but also takes place fiercely on "cyber space". This is the main "battlefield" of the " peaceful development" strategy. Hated and reactionary forces have been "completely taking advantage of cyberspace to sabotage our Party, State and people".

Their tricks include distorting religious policies, mosquitoing that Vietnam oppresses religion, violates democracy, human rights, and limits religious freedom. These actions aim to defame and lower the prestige of the Party and State, thereby causing pressure and calling for external intervention. At the same time, they incite division by taking advantage of and deepening issues of religion and ethnicity, targeting conflicts and disagreements to incite and disrupt the great national unity bloc. They also take advantage of complex and sensitive civil issues such as land, environment, or corruption and negativity to incite the masses to fight against the government and cause instability. Moreover, they also support and condone the activities of "rectors", "strange laws" or "new beliefs and religions" to cause disorder, enchant and attract gullible people, especially in remote areas, ethnic minority areas.

The ultimate goal of these activities is to promote "self-development", "self-transformation", "deopoliticization" of the armed forces and towards eliminating the leadership role of the Party and the socialist regime in Vietnam.

To protect the country while it is not yet in danger, we must proactively attack on the ideological front, fighting against erroneous and hostile viewpoints. This is an important content of the work of protecting the Party's ideological foundation.

First, closely combine "building" and "opposing", taking "building" as the basic unit. The main goal is to do a good job of propaganda, education, and provide accurate and positive information. We must make the Party's guidelines and policies, the State's policies and laws, including religious policies, available to all people. When "people know, people understand, people trust, people do", distorted arguments will lose their own space.

Second, promote the role of core forces. In particular, the armed forces, especially the People's Army and the People's Public Security, played a shock role. Forces such as the Border Guard not only manage the border but also actively participate in consolidating and building a strong defense zone and grassroots political system, building a people's heart position in the border area. The cyberspace combat force has become the main force in identifying, fighting, and exploiting bad and toxic information.

Third, mainly mobilize religious people to participate in defending the Fatherland. This is the most effective early and remote measure. When religious people clearly recognize the enemy's plots, they will voluntarily raise their vigilance and fight against distorted and divided arguments. The Fatherland Front and mass organizations need to create conditions for people of all religions to participate in supervision, social criticism, and participate in activities to protect security and order at the grassroots level, turning each convert into a "backbone" in ideology and sovereignty.

The viewpoint of "Defending the Fatherland early, from afar; protecting the country when it is not yet in danger" is a comprehensive strategy, in which the spiritual strength and the strength of the people's heart position are the core factors. In the great spiritual strength of the Vietnamese people, the great religious unity bloc, the harmony between "religion" and "life" is a main flow.

To promote this strength, the task is to be proactive, actively united, gathering people of all faiths through the role of the Fatherland Front, respecting the legitimate right to freedom of worship and constantly caring for the material and spiritual life of the people. At the same time, we must always be vigilant, proactive, and determined to fight to defeat all plots and tricks of taking advantage of religion to divide the nation, causing political and social instability.
