Avoid the situation that whether there is a movement or not, the results are still the same
On the morning of May 13, at the press conference to inform about the results of the 11th National Congress of the Vietnam Fatherland Front, answering reporters' questions from Vietnam News Agency about the situation that some campaigns and emulation movements are still formalistic and not uniformly effective, Mr. Cao Xuan Thao - Vice Chairman of the 11th Central Committee of the Vietnam Fatherland Front - said that this is the content that General Secretary and President To Lam pointed out besides the positive results that the Vietnam Fatherland Front and member organizations have achieved in the past time.
According to Mr. Cao Xuan Thao, reality shows that in some places, sometimes some campaigns and emulation movements are still formalistic, and the effectiveness is not uniform; many movements, although launched, have not really measured the clear changes in people's lives. This is a limitation that the Vietnam Fatherland Front has identified and is focusing on finding solutions to overcome.
Regarding the orientation for the coming time, Mr. Cao Xuan Thao said that the Vietnam Fatherland Front and member organizations will innovate emulation movements and campaigns in the direction of clearly defining action subjects and specific targets; the results of the movement must be aimed at solving the most pressing and practical issues in people's lives.
The goal is for people to clearly feel the actual effectiveness of the emulation movement, avoiding the situation where whether there is a movement or not, the results are still the same," Mr. Cao Xuan Thao emphasized.
According to leaders of the Central Committee of the Vietnam Fatherland Front, the key contents will focus on issues close to people's lives such as environmental protection, ensuring traffic order and safety, grassroots security and order, and applying digital transformation in life.
The Vietnam Fatherland Front will review and comprehensively evaluate current emulation movements and campaigns in the direction of: movements that are still practical and vital will continue to be maintained and innovate implementation solutions; movements that operate ineffectively and are formalistic will be proactively terminated to create conditions for new movements to be more suitable to practical requirements.

Mr. Cao Xuan Thao said that in the coming time, it is possible to study and launch a number of new movements and campaigns related to urgent issues such as environmental protection, the "Digital Education for All" movement, mobilizing people to participate in private economic development, saying no to dirty food, fake goods, and poor quality goods...
Movements can be implemented in stages, concentrated in one or two years to complete specific political tasks, instead of being prolonged without clearly defining the end time," Mr. Thao said.
Regarding the method of implementation, the Vice Chairman of the Central Committee of the Vietnam Fatherland Front said that it will be innovated in the direction that after launching the movement, it must simultaneously implement implementation solutions immediately, instead of prolonging the preparation time as before.
At the same time, movements will be built with specific criteria, which can be measured and linked to inspection and evaluation work. For example, the environmental protection movement will implement models "Green - clean - beautiful families", "Green - clean - beautiful residential areas", "Green - clean - beautiful agencies and schools", "Green - clean - beautiful businesses"... with specific scoring criteria.
Mr. Cao Xuan Thao also said that the Vietnam Fatherland Front will minimize formal activities such as meetings, briefings, and unnecessary inspections; strengthen orientation towards grassroots levels, focusing on building practical and effective models.
One of the key solutions emphasized is to promote the application of digital transformation. According to Mr. Thao, in the action program for the new term, the Vietnam Fatherland Front clearly defines the task of innovation, digital transformation and deployment of the "Digital Education for All" movement.
We will build a database to serve emulation movements, campaigns and apply AI in the implementation of movements," said Mr. Cao Xuan Thao.
Only when grasping the people's situation can they well perform the role of representing and protecting the legitimate and lawful rights and interests of the People.
Answering reporters' questions related to the gathering of people's opinions in the context of commune and ward mergers, making the area wider and traveling more difficult, Mr. Cao Xuan Thao said that this is a practical issue raised not only for the work of gathering people's opinions but also affecting many activities of the Vietnam Fatherland Front.
According to him, in many localities, especially mountainous areas, access to people is still difficult due to the large area, long distance, and complex weather and natural disaster conditions.
To overcome this, the Vietnam Fatherland Front will gradually build a core force to grasp the people's situation, considering this as a key task in the current period.
Only when grasping the people's situation, listening to the thoughts and aspirations of the people, can the Fatherland Front effectively perform its role of representing and protecting the legitimate and lawful rights and interests of the people," Mr. Thao said.
Regarding the method of implementation, he said that the Vietnam Fatherland Front continues to promote the role of the Fatherland Front system and the Front Work Committee in residential areas - the force directly going to each household, listening to and reflecting people's opinions.
Along with that, the Vietnam Fatherland Front will strengthen the application of digital transformation through the "Digital Front" platform. Currently, this platform has connected to all member organizations, 34 provinces and cities, with about 50,000 regular access accounts.
According to Mr. Cao Xuan Thao, in the coming time, the Vietnam Fatherland Front will continue to implement the "Digital Village" model, thereby strengthening community connections, creating more channels for the Front Work Committee and the Fatherland Front at all levels to interact and listen to people's opinions in the digital environment.
We identify grasping the people's situation and listening to people's opinions as a particularly important task and will prioritize focusing on implementation with many synchronous solutions, including maximizing the use of social network platforms and digital technology," Mr. Cao Xuan Thao emphasized.
