Localities in Bao Loc complete waste treatment contracts

Lam Dong - Ward 1 and Ward 2 of Bao Loc have signed waste treatment contracts, agreed on a price of 490,000 VND/ton, and accepted according to actual volume.

On August 17, Ms. Le Thi Thanh Nhan - Director of the General Service Center of Ward 1 Bao Loc said that, implementing the guidance of the Department of Agriculture and Environment of Lam Dong province, the unit has signed a waste treatment contract with Green Friendly Environment Joint Stock Company.

Along with Ward 1, the General Service Center of Ward 2 Bao Loc has also completed signing a waste treatment contract with this enterprise. Contracts are implemented according to regulations on prices, acceptance and payment.

According to the Department of Agriculture and Environment, domestic solid waste treatment services belong to the group of goods and services priced by the State.

Service unit prices must not exceed the maximum price prescribed by the Provincial People's Committee in Decision No. 2479/QD-UBND dated May 27, 2026.

For localities that have signed contracts, acceptance and payment must be based on the content of the contract, contractor selection dossiers and the actual volume and quality of service inspected and accepted according to regulations.

According to the signed contract content, the parties agreed on a waste treatment price of 490,000 VND/ton, based on the winning bid price approved in accordance with bidding laws.

Previously, Lao Dong Newspaper reported on the payment plan proposed by Ward 1 and Ward 2 of Bao Loc in the direction of temporarily paying 75% of the value of the waste volume that has been accepted, and preserving the remaining 25% corresponding to the composting and landfilling technology.

However, the Department of Agriculture and Environment believes that the technology structure according to the designed capacity of the factory is not the basis for directly determining the payment value ratio.

According to legal documents, the plant is designed to treat 75% by burning technology, 20% by composting and 5% by landfilling. Therefore, there is no basis to take the designed capacity ratio of 75%-20%-5% to convert into a payment ratio.

Acceptance must be based on the actual volume of waste treated according to technology, processes and conditions in the contract.

The company is responsible for providing weigh station data, operating logs, physical balance and records proving the actual volume processed according to each technology.

The investor is responsible for checking, supervising, and confirming the volume and quality of services before payment.

The Department of Agriculture and Environment requests the Company and localities to continue to coordinate and ensure continuous waste reception and treatment activities, not allowing the situation of waste accumulation causing environmental pollution to arise.
