On March 28, Da Nang City People's Committee issued an emergency plan to ensure sufficient domestic water supply for people in 2026.
According to the Plan, Da Nang city aims to meet 100% of the water demand for domestic use. In case of drought or water shortage, the city will limit the allocation of water sources for production activities consuming a lot of water to prioritize people's livelihoods.
Regarding construction solutions, the city is deploying temporary dams to prevent saltwater intrusion on the Cam Le River and reinforcing temporary dams on the Quang Hue River. Functional units are surveying the construction of dams on the Vinh Dien and Ba Ren rivers to retain fresh water. Hoa Lien Water Plant will exploit maximum capacity from the Cu De river water source to compensate for the water shortage when the Cau Do River is salinized.
The city establishes a detailed backup water source system for each specific area. Lien Chieu, Hoa Khanh wards and Ba Na, Hoa Vang communes use backup water from Hoa Trung, Phu Son, Ngam Doi, Khe Gianh lakes. Thanh Khe, Hai Chau, An Khe, Hoa Cuong, Cam Le, An Hai, Ngu Hanh Son, Hoa Xuan wards take water from Dong Nghe and Song Bac lakes.
The area of Tam Ky, Quang Phu, Huong Tra, and Ban Thach wards uses backup water from Phu Ninh lake and groundwater. Tan Binh, Viet An, and Song Tra urban areas have backup water from Viet An lake, Truong river, and Tien river. In addition, the city also mobilizes water from Trung Loc lake, Phu Ninh canal, Ly Ly river, Ba Ren river, Thach Ban lake, Vinh Trinh lake, Ho Giang lake, Mat stream and other groundwater sources in the locality.
Regarding reservoir management, the city closely monitors the operation of 7 large hydropower reservoirs including Song Bung 2, Dak Mi 4, A Vuong, Khe Dien, Song Tranh 2, Song Con 1, Song Bung 4 and 18 large irrigation reservoirs. The regulation of water discharge at the An Trach reservoirs and dams is implemented according to the 1865 Procedure to ensure water sources for downstream areas until the end of the dry season.
Functional agencies will increase the frequency of salinity monitoring at key locations and strictly control wastewater sources into the sanitary protection area of the water intake area. Da Nang City People's Committee requests units to promptly notify the salinity situation so that people can proactively prepare storage tanks and store domestic water. The city is ready to mobilize mobile water tank trucks in the most urgent situations.
