On August 1st, the People's Committee of Lam Dong province said that it had issued a document assigning departments, branches, localities and related units to urgently prepare to invest in a project to relocate households affected by dust, burning smell and noise from Vinh Tan Power Center in Vinh Hao commune.
Previously, the Standing Committee of the People's Council of Lam Dong province worked and considered voters' recommendations on the environmental pollution situation in the Vinh Tan Power Center area in Vinh Hao commune.
Departments, branches and local authorities are required to implement solutions under their authority to definitively resolve people's reflections.
According to Vinh Hao Commune People's Committee, for many years, thermal power plants at Vinh Tan Power Center have invested in many projects and applied solutions to minimize environmental impacts.
However, in the Northeast monsoon season, from about November to April of the following year, black and gray dust still appears and spreads into residential areas. Along with that is noise from operating machinery systems and a burning smell affecting people's lives, for unknown reasons.
After receiving voter feedback, the locality organized a field survey and established an environmental protection monitoring team at Vinh Tan Power Center. The monitoring team works throughout the week, and at the same time coordinates with factories and specialized agencies to inventory and assess dust, emissions and environmental quality around.
Lam Dong Provincial People's Committee has also proposed to the Prime Minister and central ministries and branches to consider and resolve related issues. In which, there is a proposal to relocate households living near Vinh Tan 4 Thermal Power Plant, which are cases directly affected and wish to relocate to another location.
Notably, the Ministry of Agriculture and Environment has established an environmental protection monitoring team at Vinh Tan Power Center and started deploying tasks from July 24-25, 2026.
To prepare for the project, Standing Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen assigned Construction Investment Project Management Board No. 2 to take the lead in surveying the location, assessing the necessity of relocation and preparing investment preparation documents according to regulations.
In which, it is emphasized that the determination of relocation and resettlement locations must be ensured in the short and long term associated with people's livelihoods. Especially the area for mooring boats and dredging and clearing channels so that households engaged in fishing can continue to stick to the sea and develop the economy, stabilizing their lives after relocation.
At the same time, the Department of Agriculture and Environment is assigned to collect scientific data, measurement results, and take samples of dust, emissions, burning odors, noise, etc. in the affected household areas and propose areas to relocate.
The unit also advised and proposed that the Ministry of Agriculture and Environment invest in an automatic monitoring system, publicize environmental quality data for people to monitor and supervise.
The Department of Finance is assigned to preside over the appraisal of the investment policy proposal report, and complete the procedures for the project to be implemented soon.
