On October 6, the Ministry of Agriculture and Environment held a regular press conference to inform about the situation of agricultural production and natural disaster developments.
At the press conference, Mr. Hoang Duc Cuong - Deputy Director of the Department of Hydrometeorology informed about unusual natural disaster developments (rain, storms, floods) and assessed the trend until the end of 2025.

"In the first 9 months of 2025, natural disasters in Vietnam will develop in a complex, unusual manner and tend to be more extreme than the average of many years. Natural disasters are concentrated with a high level of danger in the Northern, North Central, and Central Central regions, showing a clear trend of natural disaster seasonal shift (extreme rain not only during the rainy season but also during the dry season), severe intensity, and wide range of impact," said Mr. Cuong.
According to Mr. Cuong, the 2025 storm season recorded extremely rare figures in terms of intensity, frequency and scope of impact. In the first 9 months of the year alone, the East Sea has seen 14 storms and tropical depressions that are much higher than the average of many years. Of which, 6 storms (storm No. 1, 3, 5, 6, 9, 10) directly and indirectly affected our country, creating a series of consecutive natural disasters, with almost no enough time off to overcome the consequences.

Regarding the flood situation, the whole country has had 14 large-scale heavy rains, including 2 unseasonal rains from the night of May 22-24 and from the night of June 10-13 in the Northern and Central Central regions, especially the rain from the night of May 22-24 in Ha Tinh, which has monitored 29/103 stations over 200 mm, 13/103 stations over 300 mm and 7/103 stations over 400 mm.
Within just 1 month, storm No. 5 and storm No. 10 caused two groups of serious and very serious and severe natural disasters, occurring almost simultaneously of especially dangerous natural disasters ( strong and very strong storms, large floods, especially large floods; flash floods, landslides, flooding occurred widely); causing severe impacts and impacts on most socio-economic activities, infrastructure institutions from the sea to the plains, midlands and mountainous areas. Including heavy rain causing severe flooding in Hanoi in late August and late September.
Regarding natural disaster forecasts from now until the end of the year, a representative of the Department of Hydrometeorology said that from now until the end of 2025, the ENSO phenomenon is likely to remain neutral and leaning towards the cold phase, but has not yet reached a La Nina cycle.
Regarding the trend of storms/tropical depressions, from October to December 2025, storms/tropical depressions active in the East Sea and affecting our country are likely to be at a higher level than the TBNN (TBNN in the East Sea: 4.5 storms, making landfall: 1.9 storms).
From now until the end of 2025, heavy rains are likely to appear in the Central region. During this period, the peak of the storm and heavy rain season will be concentrated in the area from Ha Tinh to Hue and the eastern areas of the provinces from Quang Ngai to Khanh Hoa in October to the first half of December 2025.
On rivers from Quang Tri to Khanh Hoa and Lam Dong, flood peaks are generally at level BD2-BD3, in some places above level 3. Major floods are likely to be concentrated in October and November 2025 and the possibility of late floods at the end of the year coinciding with the water storage period of inter-reservoir operation processes for rivers in the Central region. The risk of flooding in urban areas and major cities continues to occur due to the impact of local heavy rain. Flash floods and landslides at high risk appeared in mountainous provinces.

Consecutive storms No. 8, 9.10 (Bualoi) and floods caused by the storm have killed, left missing, and injured 165 people; many houses and production and business establishments have had their roofs blown off and suffered heavy damage.
