According to the reporter's records, during the high tide in the ninth lunar month, rising water levels caused many inner-city roads in Ninh Kieu district, Can Tho city to be heavily flooded.
In particular, the roads in Ben Ninh Kieu area, Con Khuong, Song Hau road..., water flooded into causing many houses, shops and roads to be deeply flooded. At the time of high tide, early morning from 6am - 8am and evening from 4pm - 8pm, people had to struggle to move, making it difficult to live, shop and do business.
Regarding the above issue, the People's Committee of Ninh Kieu District has just proposed to the City People's Committee to approve the policy of assigning the district as the investor and supporting investment capital for the project of building the Can Tho River embankment (section from Guest House No. 2 to the pedestrian bridge); renovating and upgrading Ninh Kieu Park (section from Xom Chai ferry to Uncle Ho Monument), in the period of 2021 - 2025.
Ninh Kieu District People's Committee also recommended that the city's departments, branches and sectors pay attention to surveying and advising the City People's Committee to continue investing in inspecting and installing tide-prevention valves in locations where they do not exist; and support funding for investment in reinforcing the dike system in the Con Khuong area.
According to the records of Ninh Kieu district authorities, during the flood combined with high tides in the ninth lunar month, 13 roads in the inner city of the district were flooded.
Of these, 6 roads were flooded throughout the route including: Ly Thuong Kiet, Le Thanh Ton, Tran Quoc Toan, Thu Khoa Huan, Tan Trao, Doan Thi Diem; 7 roads were partially flooded including: Hai Ba Trung, Chau Van Liem, Ngo Quyen, Nguyen Van Cu, Cach Mang Thang 8, Tran Van Giau and Song Hau.
The cause of the flooding was due to river water overflowing the railing of Ninh Kieu Park and the drainage section outside the embankment wall without a tide-prevention valve; the outlet of Song Hau Park without a tide-prevention valve or the tide-prevention valve being damaged or missing its cover; river water overflowing at Ben Phe Xom Chai; water overflowing the road surface...
Particularly in area 3 - Hau River, Cai Khe ward, high tide broke the dike of the branch (irrigation canal) adjacent to Hau River, flood water flooded many houses, fish ponds, and roads inside the area. Although there were no casualties, it seriously affected people's lives and activities.
Currently, the People's Committee of Ninh Kieu district and the Standing Committee of the District's Civil Defense, Disaster Prevention and Search and Rescue Command have directed relevant agencies and units to urgently continue to assign forces to organize 24/7 duty during high tides, floods and storms to monitor and grasp all situations related to disaster prevention work in the area.
Repair and upgrade the embankment and railing system adjacent to Ninh Kieu Park by building higher rows of bricks and blocking with sandbags.
Survey the dike systems in Con Khuong area, vulnerable areas at risk of landslides and deep flooding, establish investment procedures and reinforce. Strengthen the cleaning of water intakes, dredge the drainage system of roads in the district.
Direct urban public utility units to send forces to be on duty during high tides on roads to fix problems, clear the flow when the tide recedes, and arrange staff to clean up the roads after the water recedes to ensure safety of people, property and stabilize people's lives.
