TRÍ MINH |

The Government Inspectorate announced the Inspection Conclusion at the Ministry of Finance, Ministry of Planning and Investment, and People's Committee of Bac Ninh province.

On November 12, the Government Inspectorate announced the public announcement of 3 conclusions of the inspection of the responsibility of performing public duties of cadres, civil servants and public employees in handling administrative procedures and providing public services to people and businesses at the Ministry of Finance, the Ministry of Planning and Investment, and the People's Committee of Bac Ninh province.

Deputy Inspector General of the Government Bui Ngoc Lam chaired the announcement of the Conclusion. Attending the announcement of the Inspection Conclusion were Deputy Minister of Finance Cao Anh Tuan; Deputy Minister of Planning and Investment Tran Quoc Phuong; Vice Chairman of the People's Committee of Bac Ninh province Dao Quang Khai.

According to the Inspection Conclusions, during the inspection period, the units paid attention to, led and directed administrative reform, proactively developed administrative reform programs and plans, focused on leadership, direction and administration, closely followed the directions of the Government and the Prime Minister, etc., specified the goals and tasks and organized implementation and achieved positive results, contributing to improving the investment and business environment.

However, besides the achieved results, the work of handling administrative procedures and providing public services to people and businesses at the above-mentioned ministries and provinces still has some shortcomings, limitations and defects.

Typically, there is a delay in implementing statistics, announcing and publicizing internal administrative procedures; there has not been a communication plan issued on implementing administrative procedures in the electronic environment;

The issuance of annual administrative reform plans is still slow compared to the guidance of the Ministry of Home Affairs, not closely following the Government's targets; the issuance of documents implementing administrative reform plans and controlling administrative procedures is not specific and detailed.

In addition, through inspections and reports of the Ministry of Finance; Ministry of Planning and Investment, and Bac Ninh Provincial People's Committee, there are still some shortcomings in regulations on digitizing records, reporting regimes, regulations on new announcement deadlines, amendments, and abolition of administrative procedures, announcement deadlines for administrative procedures..., which need to be reviewed, amended, and supplemented accordingly.

Along with recommendations on mechanisms and policies, the Government Inspectorate recommends that the Prime Minister direct the Ministry of Finance, the Ministry of Planning and Investment, and the People's Committee of Bac Ninh province to promptly overcome the shortcomings and limitations pointed out in the inspection conclusion, continue to strengthen leadership and direction in administrative reform, handling administrative procedures, providing public services, etc., and fully implement regulations on administrative procedures in the direction of creating favorable conditions for people and businesses.

At the same time, organize a review and handle responsibilities for organizations and individuals related to the shortcomings, shortcomings, and defects in handling administrative procedures and providing public services to people and businesses stated in the Inspection Conclusion in accordance with regulations.
