Request to complete a series of dossiers
On September 20, the Department of Agriculture and Environment of Lam Dong province said that it had sent a document to Green Energy Environment Co., Ltd. regarding the request to temporarily suspend the operation of Da Lat Waste Treatment Plant.
According to the Department, businesses must complete dossiers, clarify the legality of technology, capacity, volume of treated waste and factors forming service prices.
The Department said that it has guided businesses to complete dossiers from July 2026. Previously, the Provincial People's Committee also requested the Company to urgently complete the legal dossiers of the project.
However, so far, the enterprise has not completed the required contents.
The Department requests businesses to review and complete legal documents, including procedures for adjusting Investment Certificates, construction investment procedures and documents proving the legality of works and items.
Businesses must complete environmental protection works, complete procedures to be allowed to operate waste treatment works; provide dossiers on the origin, legality, process and capacity of the applied technology.
In addition, businesses must determine the actual treatment capacity, the volume of waste received and treated, the amount of waste after treatment, and the products generated.
Regarding the service price plan, the Department requests completion based on legal and technical dossiers, capacity, actual treatment volume and reasonable and valid expenses according to regulations.
The Company must report the implementation results to the Department of Agriculture and Environment, and send them to the People's Committee of Xuan Truong ward - Da Lat before September 25, 2026.
Do not arbitrarily stop receiving garbage
Notably, the Department of Agriculture and Environment requested that while not yet approved by competent authorities to temporarily suspend operations, the Company must continue to coordinate with agencies and localities to maintain the receipt and treatment of waste generated in the area.
Businesses are not allowed to arbitrarily stop or refuse to receive garbage, affecting the collection, transportation, treatment of waste, environmental sanitation, order and urban aesthetics.
In case the enterprise arbitrarily stops receiving waste and causes consequences, the company must be responsible according to regulations.
If the enterprise does not implement or does not fully implement the requirements, the Department of Agriculture and Environment will summarize and report to the Provincial People's Committee.
Through this, advise on handling, including considering conditions for continuing operation and providing domestic solid waste treatment services for the plant.
Previously, as Lao Dong Newspaper reported, on September 10, Green Energy Environment Co., Ltd. had a document requesting temporary suspension of operation of Da Lat Solid Waste Treatment Plant.
After a working session on September 14 with the Provincial Police, Xuan Truong Ward People's Committee - Da Lat and related units, the Department of Agriculture and Environment said that the appraisal of the waste treatment service price plan will only be carried out when all conditions are fully met according to regulations.
