Coping with unusual storms
Heavy rains that lasted from early morning on November 5th caused many streets in the center of Da Nang City to be heavily flooded in Thanh Khe, Hai Chau, Lien Chieu, and Hoa Vang districts. From the morning to noon on November 5th, the authorities and functional agencies of the districts evacuated 835 people from low-lying, flooded areas to temporary safe shelters.
Mr. Hoang Thanh Hoa - Chairman of Lien Chieu District People's Committee - said that in response to the heavy rain on the morning of November 5, Lien Chieu District has directed localities to proactively evacuate people from vulnerable houses to solid houses and community activity areas. This unit has also directed functional agencies to focus on dredging sewers on roads to clear the flow to prevent deep flooding. Armed forces are ready to deploy combat forces along with rescue vehicles in vulnerable areas, at risk of major flooding, to be ready to respond and help people move to safety.
On November 5, the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Da Nang City issued an official dispatch requesting departments, branches, People's Committees of districts and units to closely monitor disaster forecasts and warnings.
The Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Da Nang City also requested the People's Committees of districts to continue to review and proactively evacuate people in areas at risk of deep flooding, flash floods and landslides. Coordinate with relevant units to prepare forces, means, equipment and essential necessities according to the "4 on-site" motto, mobilizing people to proactively raise their assets and clear the water intake in front of their houses.
Investment in drainage 145 billion VND
To proactively respond to natural disasters during this year's rainy and stormy season, Mr. Le Trung Chinh, Chairman of the City People's Committee, has requested heads of armed forces, directors of departments, branches, and sectors, Chairmen of District People's Committees, and relevant agencies and units to closely monitor disaster forecasts and warnings. Be ready to deploy disaster prevention and control plans, review residential areas living in low-lying areas, riverside areas, and areas at risk of landslides and flash floods. Pay special attention to people living along Tuy Loan and Cu De rivers. Management boards and investors of projects under construction are ready to deploy plans to prevent heavy rain for projects to clear the flow for residential areas due to unfinished construction.
Mr. Le Trung Chinh also requested the Department of Construction to preside over and coordinate with the People's Committees of districts to direct the implementation of plans to prevent and combat flooding and clear drainage ditches. The Department of Transport should coordinate with relevant units to inspect, ensure safety and smoothness of main traffic routes, prepare adequate safety solutions, quickly overcome the consequences of natural disasters and warn people in dangerous areas.
Previously, the People's Council of Da Nang City approved the investment policy for the project of a sewer line from Phu Loc canal to Nguyen Tat Thanh street (on Phung Hung street), located in Lien Chieu and Thanh Khe districts with a total investment of more than 145 billion VND. Phu Loc canal is the main drainage line of Lien Chieu, Cam Le and Thanh Khe districts (Da Nang airport basin) with a total drainage basin of about 3km2.
This project will build a new box culvert, upstream connecting to the Hoa Minh - Phu Loc canal at the bridge on Phung Hung Street. The culvert runs under Phung Hung Street to Nguyen Tat Thanh Street and discharges into Da Nang Bay.
