On the afternoon of August 19, Mr. Hong Viet Trung - Chairman of Bao Lam 3 Commune People's Committee - confirmed that National Highway 55, the section passing through hamlet 9, has been deeply flooded for 4 days due to continuous heavy rain.

Recorded at 4 pm on the same day, a section of road about 200m long on National Highway 55 was flooded 0.6-0.8m deep. The floodwater made it difficult for cars, small trucks and motorbikes to circulate. Some vehicles tried to overtake and stalled.
Notably, when heavy trucks circulated, water formed waves and flooded into people's houses on both sides of the road, causing many assets and items to be at risk of damage.

Mud and soil also follow the water to flood into the houses of households along the road, affecting life and activities.
According to Ms. Do Tran Kim Phuong, a resident living near the flooded area, this location is low-lying, so when it rains heavily, water from many directions rushes in.

Meanwhile, the drainage system is small and silted up by mud, so it does not meet the drainage capacity.
“For about 1 month now, the road has been flooded dozens of times. This time the rain was prolonged, so it flooded continuously for 4 days. Each time it flooded, traffic was blocked, and water flooded into people's houses,” Ms. Phuong said.

The prolonged flooding situation also caused some houses to show signs of being affected. Mr. Do Gia Tuan's family recorded house foundation subsidence and many cracks in walls.
After heavy rains, the house foundation subsided, causing cracks in the walls in many places, affecting the family's life and activities," Mr. Tuan reflected.

To overcome this, Bao Lam 3 Commune People's Committee coordinated with the road maintenance unit to mobilize water pumps to prevent flooding.
However, due to prolonged heavy rain, water from many directions continues to pour in, while the drainage capacity is limited, so flood control pumping has not been effective.

According to local authorities, the flooding situation in this area has lasted for more than 1 year. Bao Lam 3 Commune People's Committee has repeatedly proposed to the Department of Construction to inspect, evaluate and have a handling plan.
Mr. Hong Viet Trung said that the Department of Construction has approved the flood handling plan in the above area.

The construction unit has gathered machinery and equipment and is deploying the casting of reinforced concrete components to serve the flood treatment package.
The locality is urging the construction unit to speed up progress, soon handle flooding points, ensure traffic and stabilize people's lives," Mr. Trung said.
