"Green lane" allocation of important public investment projects
On March 26, in Hanoi, Party Central Committee member, Deputy Prime Minister Tran Hong Ha worked directly and online with the Hanoi People's Committee on the implementation and disbursement of the 2025 public investment plan; the work of ensuring traffic order and safety and controlling air pollution in Hanoi.
At the meeting, Vice Chairman of the Hanoi People's Committee Nguyen Trong Dong said that the Hanoi People's Committee has resolutely directed tasks and solutions to promote public investment disbursement plans. Notably, the City People's Committee has directed traffic flow and shortening the time to handle administrative procedures, especially public investment procedures; "green lane" traffic flow, requiring handling within 24 hours for 10 important projects.
Informing about air quality in Hanoi, Mr. Nguyen Trong Dong said that Hanoi is on the path of economic growth but is carrying consequences for resource use and environmental pollution, especially the air quality is tending to decline widely.

Regarding the work of ensuring traffic order and safety, Mr. Nguyen Trong Dong said that the traffic congestion situation is complicated, especially during holidays and Tet, peak hours on main routes, the belt to the inner city when travel demand increases dramatically and the number of vehicles is overloaded compared to the infrastructure.

The Deputy Prime Minister also gave specific instructions in negotiating and allocating the state budget for a number of urban railway projects using ODA capital; establishing independent projects for land acquisition and site clearance at the same time as preparing investment procedures for key and urgent projects; plans to speed up the construction progress of 3 bridges (Ngoc Hoi, Tu Lien, Tran Hung Dao); investment methods to build a road connecting Gia Binh airport (Bac Ninh) with the center of Hanoi...

Regarding solutions to overcome air pollution, the Deputy Prime Minister assigned the Ministry of Agriculture and Environment to coordinate with Hanoi City and localities in the Capital region to develop and submit to the Prime Minister a project to solve air pollution in the Capital region, a specific plan, responsibilities of ministries, branches, localities and accompanying mechanisms and policies.
