According to the National Center for Hydro-Meteorological Forecasting, the Hanoi capital area is still likely to experience heavy rain during the National Day holiday on September 2. Meanwhile, some points in Hanoi are still flooded.
According to Mr. Nguyen Duc Hung - Director of the Hanoi City Infrastructure Management Center (Hanoi Department of Construction), every year the city has a drainage plan during the rainy season.
In 2025 alone, Hanoi will develop a separate plan for the A80 season, with the activation of 100% of human resources and equipment on duty. Specifically, the city will mobilize about 4,000 people and 400 equipment. With rains with rainfall of about 350mm, this option is still under control and there is no need to mobilize more forces in wards, communes, police, and military to participate in flood control. It is expected that after 7-10 hours, the flooding situation can be basically handled.
In case there is rain from 70-100mm on September 2, the system can completely control it because it has been 2 days to lower the water level of the reservoir, and at the same time operate a pumping station to create reserve capacity, ready to receive new rainfall.
The representative of the Department of Construction also informed that during the preparation for the September 2 Festival, Hanoi was directly affected by storm No. 5, so the drainage work was raised to a higher level, and the response scenario was adjusted according to the storm's developments. When storm No. 5 made landfall, the rainfall measured at the highest points was 546mm, the lowest was 250mm, an average of about 350mm in the whole city.
With about 350mm of rainfall, while the designed capacity of Hanoi's drainage system only meets 310mm in 2 days, combined with a rainfall of 70-100mm/hour, Hanoi has faced the risk of widespread flooding. In fact, in the recent rain, right in the first match of the night, within just 6 hours, the rainfall exceeded 300mm, causing many areas of Hanoi to be deeply flooded, many places with consecutive flooding points.
However, after about 10 hours, the water at flooded areas in the inner city basically receded. Only 5 locally flooded spots remained, the most serious of which was Vo Chi Cong Street, and by 7am this morning (August 30), the water had been drained and traffic returned to normal.
