According to the Ministry of Public Security's Electronic Information Portal, Dong Thap Provincial Police has just received a thank-you letter from Mr. Fan Zhuan Dong (born in 1991, Chinese nationality).
Previously, Fan Zhuan Dong was one of two Chinese people discovered and rescued by Dong Thap Provincial Police when he was tricked into illegally leaving Vietnam to find a light, high-paying job.
In December 2025, the Board of Directors of Dong Thap Provincial Police also drastically directed professional units to quickly investigate and clarify a ring organizing illegal emigration for foreigners.
Through this, the Investigation Security Agency - Dong Thap Provincial Police initiated a case and prosecuted 3 defendants for the crime of "Organizing for others to exit illegally" as stipulated in Article 348 of the Penal Code.
According to the developments of the case, Fan Zhuan Dong and many other Chinese people were seduced by the subjects to go abroad to find high-income jobs.
Fan Zhuan Dong was organized by the subjects to illegally enter Vietnam and continued to be transported deep into the inland by many different buses to illegally exit to a third country, when he arrived in Dong Thap province, he was discovered by the police force.
During the settlement process, Dong Thap Provincial Police and functional agencies always created conditions and provided maximum support for Fan Zhuan Dong and another Chinese person regarding essential living needs during their stay in Vietnam.
However, Fan Zhuan Dong's illegal entry and exit act has violated the law, Dong Thap Provincial Police are directing relevant units to quickly handle administrative violations according to legal regulations.
At the same time, continue to expand the investigation of the case and strictly handle criminals.
