On the morning of March 29, in the area between Sat bridge (Ke Sat commune, Hai Phong city), Captain Vu Viet Bang - officer of the Criminal Technical Department, Hai Phong City Police - when passing by here discovered a couple with abnormal psychological expressions.
Recognizing signs of unsafety, Captain Bang proactively stopped the vehicle, approached and learned about the situation. Through conversation, he realized that his husband was mentally unstable and intended to jump off the bridge. Faced with the emergency situation, Captain Bang promptly held this person tightly, and at the same time persistently propagated and encouraged the couple to give up their negative intentions; at the same time, quickly contacted the Ke Sat Commune Police for coordination and support.
Immediately after that, Captain Bang, along with functional forces and people, took the couple to Ke Sat Commune Health Center for first aid and then transferred them to the upper-level Health Center for further monitoring and handling.
Through verification, the husband is Mr. C.S. L (born in 1978), his wife is Ms. C.T. P (born in 1977), both residing in Lao Cai province. It is known that about 9 years ago, Mr. C.S. L was diagnosed with symptoms of muscle spasms, suspected of being related to mild conscious disorder and had to be treated with long-term medication. Recently, the disease has shown signs of worsening. At about 8:35 am on the same day, Mr. C.S. L had a strong seizure, complaining of pain all over his body, leading to negative intentions, trying to climb over the bridge railing to commit suicide, even though his wife advised him. The situation was only controlled when there was timely support from Mr. Bang and passersby.
The quick-witted, brave and responsible action of Captain Vu Viet Bang contributed to preventing a regrettable incident from happening.
