Capital Youth Park in ruins, waiting to be renovated

After nearly 1 year of Hanoi City handing over management to Hai Ba Trung District, the Capital Youth Park (Thanh Nhan Ward) is still in a state of disrepair.
Faced with the situation of the Capital Youth Park being deserted and seriously degraded; many areas of land were encroached upon to build restaurants, operate football fields, parking lots... around mid-January 2024, the Hanoi People's Committee issued Decision No. 336/QD-UBND on terminating the assignment of Hanoi Development Investment and Trading Company to organize site clearance, prepare for investment in construction and renovation of the Capital Youth Park.At the same time, Hai Ba Trung district was assigned to manage the Capital Youth Park according to its current status, using 199,939.045m2 of cleared land for park purposes.The Hai Ba Trung District Construction Investment Project Management Board is responsible for reviewing maintenance contracts, managing trees, lighting, drainage, and environmental sanitation in the park. Meanwhile, the Thanh Nhan Ward People's Committee manages land, landscape space, urban order, and ensures security and order in the park until a new unit takes over.In early November, Deputy Director of the Hai Ba Trung District Construction Investment Project Management Board - Ngo The Anh - said that, in order to carry out the assigned tasks from the district, the unit will take down the fence of the Capital Youth Park on two sections of Vo Thi Sau and Thanh Nhan streets. In November, this unit will implement two projects to renovate the sidewalks of Vo Thi Sau and Thanh Nhan streets with a total length of more than 600m.However, according to Lao Dong's report on November 28, the sidewalk area at the gate of the Capital Youth Park on Vo Thi Sau Street is peeling and degraded, and has not been repaired or upgraded. Many vehicles are parked in front of the park gate.Parts of the park's interior have been occupied by restaurants, cafes and garbage dumps.The lighting system, roads and pavements in the park have deteriorated and are seriously damaged.According to Mr. Vu Anh Van (residing in Thanh Nhan ward), there are many places in the park where manhole covers have been stolen, causing danger to people walking in the park.“A series of manholes have lost their covers, so people have had to place warning objects such as firewood and trash cans to temporarily cover the manholes to ensure safety,” said Mr. Van.Some residents believe that after renovation, the park should install more surveillance cameras to prevent theft and illegal dumping of waste.According to the plan, the Capital Youth Park has a total area of 26 hectares, with a total investment of over 280 billion VND. The park is expected to become a green lung to serve public activities and entertainment of the majority of Hanoians.
Two key tasks to overcome the shortcomings
Regarding the renovation of the Capital Youth Park, the People's Committee of Hai Ba Trung District said that up to now, the district has basically completely handled violations of construction order in the area. Currently, the district is focusing on two important tasks: maintaining the technical infrastructure inside the park and developing a comprehensive investment plan to overcome the shortcomings caused by the park's degradation. However, this renovation cannot be implemented immediately. Because Hai Ba Trung District is carrying out the task of adjusting the detailed planning in the park according to the direction of the Hanoi Party Committee on considering removing the residential area east of the park from the planning scope.

UBND quận Hai Bà Trưng (Hà Nội) cho biết, đã phối hợp với Sở Tài nguyên và Môi trường thành phố thực hiện thủ tục thu hồi nhiệm vụ tổ chức giải phóng mặt bằng, chuẩn bị đầu tư xây dựng Công viên Tuổi trẻ Thủ đô và điều chỉnh ranh giới thu hồi đất.
