On July 24, the Hanoi People's Committee issued Decision No. 3908/QD-UBND on assigning the task of organizing the establishment of a Master Plan for communes in the city.
According to the Decision, the People's Committees of communes are assigned to organize the preparation of a Master Plan at a scale of 1/10,000 and 1/5,000 (for construction areas) for communes in the city (including 50 communes); authorizing the People's Committees of communes to approve the planning estimates; the authorization period is 1 year from the date of signing.
The City People's Committee assigns agencies and units: Commune People's Committees to organize the preparation, appraisal, approval of estimates, allocation and management of funds for the establishment of Planning tasks, Commune Master Planning in accordance with the provisions of law on urban and rural planning... Responsible for progress, periodically report to the City People's Committee every 3 months.
Coordinate with the City's Departments and branches to determine the boundaries and planning area according to the administrative boundaries of the commune after the arrangement; inherit, adjust, and link the previously approved construction planning; Link other relevant sectoral and field plans, ensuring compliance with the Capital Planning for the period 2021-2030, with a vision to 2050, to 2045, with a vision to 2065 approved by the Prime Minister.
The Department of Planning and Architecture inspects, guides, urges, and compiles the list of general planning communes in the Plan to implement the adjustment of the General Planning of the Capital. The Department of Finance guides the People's Committees of communes on funding allocation. Relevant departments and branches coordinate, inspect, and guide the People's Committees of communes to carry out work according to regulations.
