Many localities are ready
On July 24, speaking with a reporter from Lao Dong Newspaper, Mr. Doan Hong Quan - Chairman of the People's Committee of Dong Son Ward (Quang Tri Province) said that he had organized a conference to collect public opinions on the resettlement planning plan to serve the site clearance of the North - South High-Speed Railway Project.
Mr. Quan informed that the affected households basically agreed with the general policy of the state.At the conference, representatives of the consulting unit presented a detailed plan and plans to arrange resettlement Area 1, which is expected to receive households whose houses are directly affected by the project.
The conference attracted the participation and speech of many households. The opinions focus on the scale of arrangement, connecting infrastructure, new land location and support policies. Dong Son Ward People's Committee directly answered questions and recorded all opinions to synthesize, report to superiors for study and appropriate adjustment during the project implementation process.
The North-South high-speed railway project passes through Dong Son ward with a length of about 9.19km, affecting nearly 600 households, of which more than 280 households are affected in their homes.The resettlement area is expected to be arranged on an area of nearly 11 hectares, ensuring living conditions for people when relocating.
Organizing the collection of public opinions and receiving feedback from people is an important step to create consensus, contributing to speeding up the handover of land for this national key project.
According to the plan, the North-South high-speed railway section through Quang Tri province has a total length of more than 190km, using about 1,865 hectares of land, directly affecting more than 7,270 households and more than 21,000 graves. The locality is planned to build 2 main stations in Dong Son ward and Nam Dong Ha ward, along with 4 maintenance stations, other auxiliary areas and 51 resettlement areas, 28 cemetery areas.
The total budget for site clearance for the entire route in Quang Tri is estimated at about VND17,064 billion - accounting for the majority of the budget implemented in the first phase. A representative of the provincial Department of Construction said that up to now, most localities have determined the locations of resettlement areas, organized to collect public opinions and are making detailed plans. Some areas are expected to start construction from August 19.
Resolutely remove obstacles to progress
However, the implementation process still faces many difficulties. These include delays in handing over site clearance boundaries from relevant agencies, difficulties in converting agricultural land use purposes to residential land for resettlement, and inadequacies in procedures due to changes in administrative boundaries after merging communes and wards.
Permanent Vice Chairman of the People's Committee of Quang Tri province Hoang Nam emphasized that this is a national key project of strategic nature, so localities must not be subjective or delayed. He requested departments, branches and local authorities to speed up the progress of establishing, appraising and approving resettlement area planning; at the same time, proactively developing specific capital allocation plans for each item, so that the province has a basis to report to the Government and relevant ministries.
Mr. Hoang Nam also suggested that there should be detailed instructions on converting land use purposes and environmental solutions in resettlement areas and cemeteries soon, ensuring the harmony of interests between the state, investors and affected people. This is a prerequisite for the project to be implemented soon in the field, contributing to promoting regional connectivity and sustainable socio-economic development.
