Accordingly, the research area includes the entire Ngoc Chien commune with the planning boundary determined: East borders Tram Tau district, Yen Bai province; West borders Hua Trai and Nam Pam communes (Muong La); South borders Chieng Muon and Chieng An communes (Muong La); North borders Mu Cang Chai district, Yen Bai province.
The planning area scale, within the administrative boundary of the entire Ngoc Chien commune, has an area of 21,219 hectares (belonging to 15 villages); the expected population by 2045 is about 30,000 people.
The planning goal is to gradually build Ngoc Chien commune into a modern tourist urban area (type V), imbued with national identity, with sustainable development in the direction of harmonizing tourism development with forest protection, natural landscapes, etc.
