After 3 months of operation, the local government apparatus at both levels has been gradually operating smoothly and improving its effectiveness and efficiency, bringing convenience to people and businesses.
In most localities, people have access to higher quality public administrative services, procedures are carried out quickly, and cadres and civil servants serve the people enthusiastically.
However, to improve administrative quality, meet the requirements of businesses and satisfy people, the Government has made drastic reforms.
According to the above content in Official Dispatch 187, in 2025, people will no longer be dependent on administrative boundaries in the province. People can carry out administrative procedures at any public administrative service center suitable for their personal conditions.
100% of administrative procedures do not depend on administrative boundaries, creating a modern and civilized administrative environment. People and businesses will be proactive and save time, and cadres and civil servants will work in a professional and effective system.
To achieve this goal in 2025, it requires localities to promote online public service activities, improve information systems, and operate e-government smoothly.
Currently, the obstacle to a "digitalized" administration is not infrastructure, but people. Many localities are lacking good staff with expertise in the field of information technology, so they have to be recruited to supplement in a timely manner.

On September 13, 2025, Prime Minister Pham Minh Chinh issued Directive No. 24/CT-TTg, which includes the content that cadres, civil servants, and public employees are absolutely not required to submit or present documents integrated on VNeID or in a connected database.
