Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 187/CD-TTg dated October 4, 2025 on strict control, focusing on cutting and simplifying administrative procedures (AP), business conditions and implementing AP do not depend on administrative boundaries.
In the telegram, the Prime Minister requested the implementation of a number of tasks to implement administrative procedures regardless of administrative boundaries and provide a full online public service.
Ministers, heads of ministerial-level agencies, Chairmen of provincial and municipal People's Committees direct the review and implementation of online public service provision for 100% of TTHCs related to enterprises, ensuring smoothness, seamlessness, efficiency, transparency, minimizing paperwork, and completion in 2025.
Ministers and heads of ministerial-level agencies focus on completing the construction of specialized databases and putting them into operation, connecting them with national databases (such as land, household registration, construction, etc.) to meet the data requirements of "correct, sufficient, clean, living, unified, shared".
Connecting and sharing complete data in real time with the National Public Service Portal, the Information System for handling administrative procedures at the ministerial and provincial levels to serve the reduction and simplification of administrative procedures and deploy online public services throughout the process based on data.
Speed up the completion of the process restructuring, providing online public services in accordance with the goals and requirements in Plan No. 02-KH/BCDTW on science, technology development, innovation and digital transformation, instructions of the Government Office, especially the administrative procedures for businesses and administrative procedures under the authority of the provincial and commune levels.
The Chairman of the Provincial and Municipal People's Committee promptly and fully publicizes the list and organizes the implementation of administrative procedures regardless of administrative boundaries within the provincial level, helping people conveniently choose to submit administrative procedures suitable for their place of residence, living, studying, and working.
Organize the implementation of guidance, reception and settlement of administrative procedures for people and businesses, ensuring efficiency and smoothness, avoiding local congestion, completing the target of 100% of administrative procedures being implemented regardless of administrative boundaries within the provincial level in 2025.
Complete the transfer of data from the information systems of the provinces before the merger to the Consolidated Information System, shared after the merger to serve the settlement of administrative procedures for people and businesses.
The Prime Minister requested to review and allocate sufficient funding and human resources to ensure that the conditions for network equipment and infrastructure at the commune level are consistent with the scale and number of actual transactions.
In particular, for now, communes with an average transaction number of less than 20 records/day do not have to be equipped with digital machines and display screens to ensure efficiency, avoid waste, create a premise for the synchronous and effective operation of the Public Administration Service Center, to be completed before October 15.
