The two provinces of Gia Lai and Kon Tum have promoted administrative reform and improved the investment environment. The locality has a policy of cutting unnecessary administrative procedures to create favorable conditions for people and businesses to participate in investment and private economic development.

Despite such policies, in just two months of March and February 2025, in 7 districts and cities of Kon Tum, there were 81 overdue records.

In Gia Lai, the work of guiding administrative procedures is still delayed, some officials have not strictly followed the working time.

This is corrected by having to report and explain why administrative procedures are late, making an apology and setting a date to return the results is very necessary. Cadres and civil servants see their responsibility.

However, if it is only enough to take a pre- printed apology form and fill in a few words to send to the people, it will gradually become a form.

People, businesses, and investors do not need that voting ballot for anything, but for the very nature of a public service in the spirit of service.

That is, resolving administrative procedure records on time, providing maximum support to people and businesses in production and business activities, bringing benefits to society.

That is, when people come to public authorities to carry out administrative procedures, they are resolved enthusiastically and responsibly by cadres and civil servants, without harassment, torture, or execution.

To do so, it is necessary to discipline civil servants who do not complete their tasks by specific regulations. How will a delay in processing documents once, twice, three times... be handled, from demolition to termination of employment?

Many localities have announced that commune-level leaders who do not complete their tasks will be replaced. If an agency or unit has many cadres and civil servants who do not complete their tasks, the head must also be replaced.

Regarding this point of view, Binh Dinh is very decisive when issuing a regulation, within 1 year, a new commune-level cadre who does not complete his tasks will be demoted. The secretary and chairman of the new commune and ward will both leave their seats if they do not complete their tasks.

Minister of Home Affairs Pham Thi Thanh Tra said that there will be a decree on civil servant assessment, determining the level of task completion with KPI, data for assessment, taking work products as a measure, not general determination.

Only have a specific work measure, evaluate whether it is completed or not, depending on the level of reward or disciplinary action.

Only then can cadres and civil servants work well, and people enjoy high-quality public service products.
