The Chairman of Da Nang City People's Committee has just signed and issued an official dispatch, requesting Directors of departments, agencies, and sectors; Chairmen of People's Committees of communes, wards, and special zones to promptly review, decide or advise on replacing and transferring to other jobs for civil servants and public employees with weak capacity, who dare not work, avoid, push, work in moderation, fear responsibility, to be sluggish and not meet work requirements.
This is not the first time that Da Nang city leaders have issued a message showing their determination to rectify public service discipline like this.
Previously, from 2023, the Da Nang City Party Committee issued a directive requesting to overcome the situation of shirking and avoiding work among officials.
By 2025, city leaders will continue to emphasize that if officials do not meet their tasks, they must be assigned other jobs or replaced.
However, in the past 3 years, there have been no cases of civil servants being assigned to other jobs or being replaced for reasons of weak capacity, not daring to work, avoidance, shirking, working in moderation, fearing responsibility, to be sluggish and not meeting job requirements... being publicized in the media for people to know.
This time, the message reiterated by Da Nang city leaders shows that the situation of officials "not daring to do", "avoiding", "working in moderation" in this locality has not changed much.
This situation stems from many reasons, including an important factor that Da Nang and localities lack tools to objectively, transparently and fairly assess what civil servants "dare not do", "avoid", "work in moderation"...
And to solve this problem, Da Nang is building software to evaluate work results according to the KPI model.
This software will manage the standard workload, helping leaders closely monitor the progress and quality of task performance of each individual.
The entire process from setting targets to scoring and reporting is carried out in a digital environment, ensuring objectivity and transparency.
Hopefully, after having the assessment tool, Da Nang will take strong action in replacing and transferring to other jobs for civil servants and public employees who "dare not do it", "avoid it", and "work in moderation".
And this transfer will be publicly announced to the people to set an example and create trust.
When the assessment is carried out transparently and the handling is seriously implemented, the situation of avoiding work can be gradually overcome.
At that time, messages about public service responsibility, requests for transfer and replacement of officials will no longer have to be repeated many times as they are now.
