Chairman of the People's Committee of Da Nang City Luong Nguyen Minh Triet has just signed Project 1342 on reviewing and arranging cadres and civil servants of wards and communes and mobilizing and seconding to strengthen support for local government work in mountainous and remote communes in the city.
The project has just issued two key groups of solutions.
First, rearrange and reorganize cadres and civil servants. Da Nang will adjust and reallocate the team from communes and wards with surplus numbers to supplement the localities in need.
Second, it will mobilize or second cadres and civil servants from other agencies to increase support for mountainous and remote communes.
It is a reality that according to the recognition in Project 1342, Da Nang currently has a commune and ward with excess, and a shortage of cadres and civil servants according to the assigned quota. There are 25 communes and wards lacking 154 civil servants; 67 communes and wards have 741 more civil servants than the assigned quota.
The reason for this situation is that the work of arranging and assigning cadres at the commune and ward levels is carried out in the context of "running and lining up at the same time"; the implementation time is urgent, requiring early completion progress.
This is also a common, very understandable situation of many localities across the country, especially localities subject to provincial-city mergers, not just Da Nang. However, not every locality has a complete solution.
This situation on the one hand causes waste of human resources when many cadres and civil servants " lack" jobs and trample each other. On the other hand, it is causing difficulties in handling administrative procedures in many localities, especially mountainous and remote communes, putting pressure on the few remaining civil servants.
Therefore, Project 1342 is the most feasible solution for the situation of both surplus and shortage of cadres, other localities can also refer to it.
However, this solution needs publicity, fairness and transparency as it will more or less touch the rights and concerns of at least 741 cadres and civil servants who are "unwillingly" bound to the " imprisonment" and have previously undergone the arrangement.
But on the positive side, combined with the policy of increasing staff for mountainous and remote communes through mobilization and secondment from other agencies, are direct and timely solutions for specific localities to have better opportunities to serve the people as well as not be left behind in the general development process of the city.
Another positive side is that the reallocation of cadres and the temporary transfer and secondment of cadres to increase support for mountainous and remote communes is also an opportunity for cadres and civil servants to practice and challenge cadres in the new environment.
With the characteristics of mountainous areas, the work is both complex and diverse, requiring cadres to be flexible, creative and closer to the people. This is a valuable " practical school" that helps each civil servant become more mature and confident, creating a source of successor cadres with rich practical experience.
This is also the way Da Nang invests in long-term human resources for leadership.
