The Investigation Police Agency, Hanoi City Police has decided to prosecute the case of “Murder” and prosecute the accused C.V.H (born in 1973, residing in Dai Mach commune, Dong Anh district, Hanoi) to investigate and handle the act of burning down a coffee shop in Bac Tu Liem district, on the night of December 18. H has 2 previous convictions for “Robbery” and “Theft”.
This fire was not caused by an electrical short circuit, burning votive paper or welding, but by people intentionally setting the house on fire. Due to a conflict, C.V.H bought gasoline and set the house on fire, killing 11 people.
The investigation agency is investigating and clarifying the cause, motive, and purpose of the crime of the subject to strictly handle it according to the provisions of the law.
But from the house fire that killed 11 people, we need to look at it from another perspective, besides arson, which is the compliance with fire safety in the residential area, especially in business establishments.
According to Lao Dong reporters at the scene, the burnt house was built in a tube shape, 4 stories high (including the attic). Outside the 2nd and 3rd floors there were signs and steel frames.
With a tube house, the sides and back are closed walls, it is unknown whether there is an escape route or not. The front is covered with a sign, plus steel frames like a fence. If designed and built like that, if there is a fire, even God cannot save it.
The danger is that the house is a "Sing to Each Other" coffee shop.
The question is, a business establishment does not ensure fire safety, but still operates. So where are the authorities? They need to investigate and clarify this issue. If there is a violation, who is responsible?
Any fire, after it occurs and causes damage to people and property, is only then discovered to have not complied with fire safety regulations.
This fire also warns many people to protect themselves before waiting for the fire department. The way to protect yourself is to avoid entering coffee shops, karaoke parlors or crowded places that do not ensure fire safety.
Entering a sealed tube house with no exit, where many people are having fun and singing on the upper floors, is putting yourself in danger.
Everyone must equip themselves with knowledge about fire prevention and fighting. First of all, they must know how to observe and recognize unsafe places. Second, when a fire breaks out, they must have the skills to survive and wait for rescue.
