In addition to land assets, other resources of the projects must also be taken into account, many valuable lands are abandoned. Especially in the center of the cities, many projects cannot be implemented, must be fenced, very shabby, spoil the urban beauty and cause resentment among the people. Right in Ho Chi Minh City, there are unfinished construction projects, some golden lands, diamond lands are "suspended" for decades, the waste is incalculable.
Everyone says there are problems and blames the regulations, but what needs to be done is to remove those problems so that the projects can continue to be implemented. It is time to start solving them, determining whether the authority belongs to the local authorities or the central agencies.
A typical example is the 10,000 billion VND flood prevention project of Ho Chi Minh City, which started in 2016, and has now completed 93% of the volume, but the remaining part has not been continued due to problems that the local government cannot resolve. Therefore, the central agencies must intervene to resolve the issue, and cannot let the project drag on, in addition to the loss and waste, it is also the responsibility to solve flooding for the people.
For projects related to cases, when they are finished, the remaining issues need to be resolved so that the project can continue. There are many ways to handle this, either allowing the investor to implement it, or revoking it to hand it over to another unit to implement it. There are still many projects that have been licensed, but the enterprise has not implemented it for a long time, and they need to be revoked according to the law. To have projects stopped indefinitely is to prolong the waste.
Do not think that, only focusing on protecting state assets, any assets that cannot be exploited for profit are also a waste of the whole society. Therefore, for projects that are stopped due to legal problems, local authorities must be responsible for supporting enterprises to complete them for use and exploitation.
Along with resolving the backlog of projects, it is necessary to handle the responsibility of those who "sign haphazardly" causing consequences. From now on, those in authority, before signing to grant project licenses, must ensure all legal factors, not to let problems arise, causing damage and waste as before.
