On November 6, when chairing a meeting to finalize the draft Decree on administrative sanctions for violations of traffic order and safety (TTATGT) in the field of road traffic, Deputy Prime Minister Tran Hong Ha emphasized that weaving and racing are acts that "cause danger to society".
And alarmingly, this "socially dangerous behavior" is not just isolated and scattered, but is widespread, a real problem that has lasted for many years in almost the entire country.
The latest victim of this problem is Ms. N.H.Q - a very young girl in Hanoi, who died on the night of November 3rd while stopping at a red light in the middle of the road after being hit by two people in a group of motorbikes going in the opposite direction at high speed.
In the first 9 months of 2024, in Hanoi alone, teams 141 arrested nearly 800 vehicles with subjects driving motorbikes at high speed, weaving, swerving, revving, revving... In Ms. N.H.Q's case alone, the authorities initiated a case, temporarily detained 10 people and related vehicles.
Hanoi Traffic Police Department determined that when the subjects saw the police, they recklessly ran red lights, bypassed checkpoints, increased speed and fled, endangering themselves and other vehicles participating in traffic.
At the above meeting, Deputy Prime Minister Tran Hong Ha made a notable request that in addition to strictly handling the subjects, it is necessary to study regulations on confiscating and handling violating vehicles. This is a completely reasonable proposal to contribute to preventing this problem from its root.
In fact, in the Draft Decree regulating administrative sanctions for violations of traffic order and safety in the field of road traffic, the Ministry of Public Security also proposed the confiscation of vehicles. And this proposal is a continuation of the contents mentioned in Decree 100, Decree 123 and the previously amended Law on Handling of Administrative Violations.
However, this proposal has not been implemented for a long time because according to current law, authorities are required to return the vehicle to the owner and are only allowed to confiscate it if it belongs to the illegal racer.
Therefore, "studying the regulations" as directed by Deputy Prime Minister Tran Hong Ha is to amend this regulation in the direction that any illegal racing will result in confiscation of the vehicle, without much explanation, without needing to know who the vehicle owner is.
This method has also been implemented by Da Nang city - the first locality in the country since 2007 to combat illegal racing. And this is one of the solutions that has helped Da Nang almost completely solve the problem of racing for many years.
Unfortunately, for many reasons, Da Nang no longer continued to use this method. However, Da Nang has left us a successful lesson!
