All social security programs must have deadlines, output standards, impact indicators; at the end of each quarter, publicly evaluate and collect opinions from beneficiaries with the participation of representatives of workers, businesses, authorities, the Fatherland Front and mass organizations".
The core point lies in the two words "compulsory". This becomes a principle in the process of building guidelines and policies with the aim of promoting the people's right to mastery, improving life in poverty reduction, health, education, culture... building a socialist rule-of-law state "of the people, by the people, for the people".
In this chain, "people know" no longer stops at notifying, but is fully, promptly and easily understood. "People discuss" is not a form of collecting opinions for sufficient procedures, but is a process of practically absorbing feedback from directly beneficiaries. "People do" affirms the role of the People as the subject in policy implementation, while "people check - people supervise" is the way to empower society. More importantly, "beneficiaries" are placed at the end of the chain as a output standard, forcing all policies to answer the question: What do people get, how does life change?
The General Secretary's directives clearly affirm the role of the Fatherland Front and mass organizations in promoting the role of the People as masters, creating the strength of national unity.
During the days of the Party Congress, Politburo Member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front (MTTQ), Central Unions, Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai had an article titled: "Promoting the people's right to mastery in participating in building and perfecting institutions, strengthening the great national unity bloc; directions, tasks, and solutions in the 14th Party Congress term".
The article has raised many important issues in the process of building, perfecting institutions and consolidating the great national unity bloc. The figures mentioned in the article are very impressive. For example, regarding supervision work: In 2025, the Vietnam Fatherland Front Committees at all levels in localities chaired and organized 14,814 supervision sessions, of which 1,638 supervision sessions were organized at the provincial level, 13,176 sessions were organized at the commune level; participated in 10,203 supervision sessions with agencies and organizations in localities, of which 500 sessions were participated at the provincial level, and 9,703 sessions were participated at the commune level...
However, leaders of the Fatherland Front and central mass organizations continue to propose to the Party and State to continue to improve operating mechanisms and policies so that the Fatherland Front and organizations and mass organizations can participate widely in supervision and social criticism activities, participate in building the Party's guidelines, policies and laws of the State; build and promote "self-management - autonomy - self-supervision" models in the residential community, closely link between the government and the People, and practice promoting democracy at the grassroots level.
Implementing this content well will further nurture the people's trust in the Party, creating a foundation for national strength in accordance with the spirit of the 14th Party Congress document: "The great national unity is the foundation for convergence and maximizing the strength of the People, creating an invincible strength for the country to overcome all difficulties and challenges and reach for prosperous and strong development".
