Not only is it a restructuring of administrative boundaries, it is a rearrangement of the mountain, a new organizational structure of the State apparatus to create a modern administration, serving the people, for the sustainable development of the country.
In his speech on June 30, General Secretary To Lam placed this decision in the long history of the Vietnamese revolution: Continuing 95 years of Party leadership, 80 years of State leadership, 40 years of innovation - to enter a more thorough and comprehensive period of administrative reform. And the most prominent point in the General Secretary's message is the spirit of "enthusiasm for the people".
This restructuring of the apparatus aims to answer a fundamental question: How to make the government closer to the people, react faster, solve problems more effectively, and give more opportunities for people to participate in creating their own future?
In the era of digital transformation, globalization and comprehensive competition, reorganizing the political and administrative system is an objective and inevitable requirement.
That is a way for Vietnam to improve its national governance capacity, shorten the development gap, and seize historic opportunities from technological changes and the world economy.
Finally, reform and innovation from thinking to doing, is not only the responsibility of leaders and public service staff, but also the common responsibility of the entire people, from intellectuals, businessmen, workers to farmers, overseas Vietnamese... All must join hands to reform and develop the country.
With a new administrative apparatus, a determination to innovate from thinking to working, and a spirit of solidarity fostered throughout the revolutionary journey, Vietnam has enough basis to believe in a strongly rising future.
Rearranging local administrative boundaries is to expand development space, improve governance quality, and arouse national potential.
As the General Secretary affirmed: "The team has been streamlined, the lines are short". And from today, a new journey begins, the whole nation is ready to enter a new chapter of development, more courageous, stronger, for the people, for the country.
