This message immediately opened a series of strong reactions from the city government. The authorities are required to review, inspect and handle two cases that have been pending for many years in the city.
The noteworthy point in this case is that the handling was not formal by the leaders of Ho Chi Minh City. Instead of "changing documents, waiting for feedback", the Vice Chairman of the Ho Chi Minh City People's Committee, the Department of Construction and related localities are assigned specific tasks, with clear timelines, with the requirement to report the handling progress to the ward level.

However, this positive story also needs to be viewed tinhately and fairly. Because reality shows that not every time people have to text or "ternue" the city's senior leaders. And not any opinions from the people, leaders must also directly intervene.
In addition, the story of people texting Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi, if it becomes a practice, the management system will lose decentralization and delegation of power; and high-ranking leaders will fall into a situation where even with "three-headed six-handed" there is not enough time and energy to manage work.
Therefore, ideally, it is still necessary to build a truly effective administrative apparatus from the grassroots, where each ward and commune must take substantial responsibility for each issue arising in the area.
