Ho Chi Minh City will implement the policy of arranging secretaries and chairmen of commune-level People's Committees who are not local people.

This is one of the contents in the plan to prepare for and organize grassroots Party Congresses and direct superior Party Congresses at the grassroots level for the 2025 - 2030 term just issued by the Ho Chi Minh City Party Committee.

Commune-level leadership personnel are arranged in a streamlined and efficient manner. The Party Secretary will concurrently hold the position of Chairman of the People's Council.

The policy of arranging Secretary and Chairman of the People's Committee of the commune is not a local person is a highlight, interested by officials and people. Leaders mobilized from other localities will limit the shortcomings in the relationship between commune and ward leaders and people. It is relative, family, leading to priority, respect, or deliberately enticing, bringing the whole family as cadres and civil servants.

Other provinces should refer to the policy of not arranging secretaries and chairmen of commune-level People's Committees who are local people of Ho Chi Minh City. Bringing cadres from district and provincial levels to wards and communes as leaders, but this local person works in another locality.

Article 23 of the Draft Law on Organization of Local Government (amended) stipulates the tasks and powers of the Chairman of the People's Committee of the commune, including the competence to recruit and use civil servants and officials in the area; decision to appoint, dismiss, mobilize and dismiss leaders of specialized agencies, administrative organizations and public non -business units under the People's Committee; The decision to suspend the work for the Vice Chairman of the People's Committee, the head of the specialized agency, the administrative organization, the public non -business unit under the People's Committee ...

With such a large authority, if the commune chairman is a local person, the recruitment and use of civil servants is at risk of being dominated by the relationship between the people, clans, or the "inferior" family.

Supporting relatives has gradually formed a "family regime" in wards and communes. Not to mention, family and clan relationships will interfere in the work of running, managing, handling, and performing public duties.

Our ancestors were very wise in promulgating the Law on Thuy, with the regulations still valid today, specifically: According to the officials, whoever is from a province or district cannot work at the headquarters of that province or district. In the provincial and municipal districts, anyone who is from the same village must be transferred to another district to work. Quan is not allowed to work as an official in his hometown, his wife's hometown, or even where he went to school when he was young...

Not to mention, the Law on Thuy prohibits provincial heads from buying houses, buying fields... in their administrative areas.

Therefore, we strongly support Ho Chi Minh City's policy and hope that other localities will also apply it.
