Discussing the draft Law on Teachers in the hall on the morning of November 20, regarding the issue of extra teaching, Minister Nguyen Kim Son said that the policy is not to prohibit extra teaching but to prohibit unethical acts in extra teaching, including "teachers forcing students to take extra classes".
At the National Assembly forum, many delegates agreed with the regulation that teachers have the right to teach extra classes as a legitimization for this legitimate activity.
According to delegate Hoang Thi Thu Hien, tutoring is more effective for weak students and extra tutoring is more effective for good students. Besides encouraging students to study and research on their own, teachers need to provide guidance and direction, which is a legitimate need.
Not to mention, many parents send their children to extra classes to send them to school.
The needs of society are very diverse, so the discussion of extra teaching and learning for a long time has not yet reached a conclusion on whether to ban or regulate it.
Extra teaching and extra learning have become negative phenomena in society. There are cases where teachers force students to take extra classes, and if they do not take them, they are bullied and threatened, forcing students to sign up for extra classes even though they do not want to. Not all teachers do this, but such coercion affects the profession and reputation of teachers.
On the contrary, there are teachers who are very responsible with their students, giving extra lessons with the desire to support weak students, or wanting their students to be better.
In fact, tutoring and extra learning exist in many different forms. For example, foreign language centers attract many people to study, including many students. It is extra learning, but it is voluntary, the training facility does not force anyone.
Tutoring and tutoring, according to the laws of the market, will show that where there is supply there is demand, so an absolute ban is impossible. Because there are many people who need their children to take extra classes as the delegates pointed out.
When the education sector reaches a level of quality where students can grasp knowledge in class without needing to take extra classes, then there will be no demand and supply will disappear.
Regarding the current issue of extra teaching, as Minister Nguyen Kim Son said, it is not forbidden but acts that violate ethics in extra teaching are prohibited, including "teachers forcing students to take extra classes".
The point is clear, but the following two things must be clear:
First, how to determine "ethical violations in tutoring", this is the assessment of teachers' ethics, cannot be emotional.
The second is how to identify teachers who force students to take extra classes. Whether the teacher says it or the student reports it, this is not easy.
If we want to manage tutoring by law, it must be clear, transparent, and not emotional.
