Over the years, the C00 complex has become a university entrance for tens of thousands of students who love and have strengths in the fields of social sciences, culture, and communication.
From Journalism, Public Relations, to Psychology, Tourism, etc., everyone once considered C00 as a basic input standard. For that reason, many students have chosen to review and invest in their abilities according to this combination since the beginning of grade 10.
However, in just the first few months of 2025, a series of universities, including the University of Social Sciences and Humanities (VNU Hanoi), announced the suspension of C00 admission, replacing it with combinations with foreign languages such as D14, D15, D66...
It is worth mentioning that this change not only makes students unable to react, but also creates a feeling of insecurity, confusion, and even psychological crisis for those who have clearly defined their major and exam schedule for a long time.
The schools gave the reason for the change because 2025 is the first year to apply the graduation exam according to the 2018 general education program, while meeting the requirements of foreign language output and international trends. But these reasons should have been calculated and announced early.
Changes in enrollment, especially changes affecting the entire three-year study process, cannot only comply with the technical regulation of "30-day notice" but are considered to have fulfilled their responsibilities.
It is known that the right to autonomy in admission is a principle recognized by law and that universities proactively build admission combinations in accordance with training strategies is completely correct. However, when a series of universities, especially those in social sciences, suddenly abandoned the C00 group just one month before the high school graduation exam, it cannot be considered a reasonable behavior, and it cannot be said to be fair to candidates.
On the side of the Ministry of Education and Training, in addition to requiring schools to explain and review and adjust the admission combination, ensuring the rights of candidates when removing the C00 combination right before the high school graduation exam, there is still a need to be a responsibility to regulate and orient, especially listening to feedback from society, especially in the current transition period.
Educational innovation cannot be a sudden change, without preparation, leaving learners to adapt themselves in a passive position.
In the short term, universities should consider retaining the C00 complex at least in 2025, as a responsible transition form.
In the long term, if there is a real need for change, there must be a clear roadmap, announced early, transparent and with a full assessment of social impact.
Only then can autonomy not be misunderstood as self-efficient. And being fair with candidates is an implementation commitment, not just a empty statement.
