The act of a driver using an ambulance to transport people to celebrate the victory of the Vietnamese team in Hanoi is an act of contempt for the law and must be strongly condemned and strictly handled.

The victory of the Vietnamese team over Thailand in the final of the ASEAN Cup 2024 has made fans across the country happy, and people took to the streets to celebrate. That is understandable, and is the beauty of the Vietnamese people's love for football. However, violating the law and disregarding the lives and safety of the community is unacceptable.

This driver also "integrated" a series of serious violations: drinking alcohol in violation of alcohol concentration, driving without a driver's license, vehicle without legal documents... This is not only a common administrative violation, but also shows contempt for the law and discipline of the country.

Taking to the streets to celebrate, cheer, and encourage your team is legitimate. But taking advantage of the excitement of the crowd, taking advantage of the atmosphere of victory celebrations to commit wrongdoings, disrupting social order and security, and threatening the safety of others is intolerable.

Circular 27/2017 of the Ministry of Health clearly stipulates the standards and conditions for using ambulances, prohibiting the use of ambulances to transport people other than patients and medical staff. However, this driver turned the ambulance into an illegal celebrating victory tool, not only showing the driver's lack of awareness and irresponsibility, but also intentionally taking advantage of the vehicle with an ambulance symbol and priority signal to cause disturbance in the crowd.

The driver's violation of the alcohol concentration exceeding the permitted threshold shows recklessness and disregard for the law. With that alcohol concentration, the driver can completely lose control, very easily causing a traffic accident. Traffic accidents are still a problem in Vietnam. In 2024, tens of thousands of cases were recorded, killing nearly 10,000 people and injuring more than 16,000 people. This driver's behavior is truly outrageous.

The Hanoi Traffic Police's administrative fine against this driver is in accordance with the law, but it is not enough of a deterrent. With such a series of serious violations, the authorities need to carefully consider and fully prosecute this driver for his violations. We cannot allow such acts of disregard for the law to continue to run rampant.

This is not the first time that violations of the law have occurred during sporting victory celebrations. Celebrating victory is everyone's right, but it must be within the framework of the law. No one is allowed to take advantage of the jubilant atmosphere to violate the law, affecting social security and order.

Celebrating in a civilized manner, showing your love for football with proper actions is worthy of the national players' best efforts, dedication and victory. Do not let violations like the ambulance celebrating victory tarnish the image of Vietnamese fans.
