On October 22, 2024, the Prime Minister signed Official Dispatch No. 109/CD-TTg requesting the Ministry of Natural Resources and Environment and localities to strengthen the direction and implementation of the Land Law.
In this telegram, the Prime Minister criticized the Chairman of the People's Council and People's Committee of Hai Phong and 5 provinces: Lang Son, Khanh Hoa, Dak Lak, Ben Tre and Soc Trang for only issuing 2 to 5 contents out of a total of 20 necessary contents according to the Law.
The Prime Minister requested the above localities to review and clarify the responsibilities of organizations and individuals in the delay in issuing legal documents guiding the implementation of the Land Law.
This is not the first time the Prime Minister has criticized localities. Most recently, in Official Dispatch No. 104/CD-TTg dated October 8, 2024, the Prime Minister reminded the acceleration of public investment disbursement in the last months of 2024, and criticized 31 ministries, central agencies and 23 localities whose public investment disbursement rates in the first 9 months of the year were lower than the national average.
The Prime Minister's constant criticism of localities, on the one hand, shows the impatience and determination in the management of the head of the Government.
On the other hand, it reflects that many localities and local leaders are still not really effective in managing important areas, especially public investment and enforcement of the Land Law.
This leads to waste of resources, hinders development and affects the rights of people and businesses as well as reduces the effectiveness of new policies.
In recent dispatches, after severely criticizing the leaders, the Prime Minister has asked localities to review and clarify the responsibilities of organizations and individuals who have not fulfilled their duties.
This is inevitable and must be done, and localities need to seriously implement the Prime Minister's direction.
However, the Prime Minister's goals and desires do not stop at criticizing, reviewing, or holding subordinates accountable and disciplining them.
What the Prime Minister and the people expect is determination and responsibility from local leaders, so that the government apparatus at all levels can operate effectively and synchronously from the central to local levels.
If this cannot be done, it is easy to lead to a situation of "hot above, cold below", as the late General Secretary Nguyen Phu Trong said when referring to the slow change at the grassroots level in Party building, preventing negativity and corruption.
“Hot above, cold below” is still relevant in the current policy context.
The Prime Minister is impatient and determined in his management, but if the grassroots levels do not agree and there is no change in action, the goal of improving management efficiency will be difficult to achieve!
