Removing obstacles for traffic infrastructure projects that have been "suspended" for many years has helped Ho Chi Minh City have more new bridges and roads, reducing traffic congestion in some areas, creating favorable conditions for people to travel.

Some bridges put into operation contribute to completing the city's traffic network, such as Nam Ly Bridge, Tan Ky-Tan Quy Bridge, Tang Long Bridge, Phuoc Long Bridge. Not to mention, underpasses and roads are expanded, cleared, and scientifically organized traffic.

In these projects, there are projects that have lasted for 8 years, unfinished construction causes environmental pollution, obstructing traffic, and people around the project area suffer damage due to the impact on trade and business.

In addition to completed projects, there are a number of projects that are still waiting to be resolved, of which the 10,000 billion VND flood prevention project is mentioned the most, requiring the most effort, but so far there has been no final solution.

Projects that are "suspended" and cannot be completed for exploitation cause great waste. The completed project items are waiting to dry in the rain, and have been degraded for a long time. When restarted, they have to be repaired and reinforced, which will cost more.

These projects are waiting to remove obstacles, which also create additional bank loan interest, some projects have to pay 1.7 billion VND per day, the longer it takes, the more the total cost of the project accumulates, it is not known which number is the end.

Not only Ho Chi Minh City, many other localities are having "suspended" projects that have lasted for decades. There are many "suspended" projects leading to "suspended planning", causing people related to the project to suffer many difficulties, disadvantages, cannot travel, cannot stay.

Whether it is a public investment project or a private investment project, when stopped due to legal problems, it is a waste for the whole society, affecting the development of the country. At the discussion on the report on practicing thrift and combating waste held on June 17, delegate Trinh Xuan An (Dong Nai Delegation) said that a comprehensive solution is needed for 2,200 projects facing difficulties and obstacles nationwide. The delegate estimated that these 2,200 projects are equivalent to more than 230 billion USD.

Most of the projects currently stuck are related to legality or compensation for site clearance. For each specific project, if necessary, adjust the regulations, ensure legality and suitability with reality to continue implementation.

The regulations are made by humans, humans can regulate them.
