Localities have directed strongly, schools are only allowed to organize extra classes for three groups of students including: weak students who need to be proficient, students who are selected for excellent student development and students who are finalists in the transition exam, graduation exam.
The school strictly complies with the regulation of not collecting fees for extra classes in the school.
The People's Committee of Phu Tho province has just issued Decision No. 46/2025/QD-UBND attached to the Regulations on extra teaching and learning in the province, which includes the content that principals must take responsibility when teachers managed by the unit violate regulations on extra teaching and learning.
Strongly supporting this regulation, the head must be responsible for complying with the regulations on extra teaching and learning of teachers.
The People's Committee of Tuyen Quang province has issued Decision No. 23/2025/QD-UBND specifically regulating extra teaching and learning in the area, clearly stating the responsibilities of education management agencies, local authorities and each educational institution in implementing extra teaching and learning activities.
The People's Committee of Tuyen Quang province assigned the Department of Education and Training to be responsible for managing additional teaching activities in schools with the highest level of education, high school, and at the same time guiding and synthesizing reports on the implementation situation. The People's Committees at the commune level manage schools with the highest level of education, which is junior high school, and at the same time receive feedback from people and recommendations to handle arising violations.
The Department of Education and Training and the People's Committee at the commune level are responsible for publicizing the hotline to receive feedback on extra teaching and learning.
Thus, when detecting violations of extra teaching, or in other words, "ultra-cess teaching" teachers, people can report to the Department of Education and Training and the People's Committees of communes and wards.
This method will certainly limit violations in extra teaching activities.
However, there is one thing worth thinking about, which is that in the educational environment, violations should not occur that affect the overall image of teachers.
The teacher is respected by society, expressing gratitude with the phrase "Nhat Tu Vi". But the teacher performed the act of "tutoring underground", violating the regulations of the industry, what else could it be.
Society respects teachers not only in teaching, but teachers also teach students to be good people. Among the qualities that make people educated, there are "honest" qualities.
Therefore, regulations need to be set up to strictly and closely manage extra teaching and learning, but hopefully there will be no violations, so that principals are not disciplined, parents do not have to feel heartbroken when calling "hotline".
