On July 14, Mr. Nguyen Van Huy - Director of Nha Trang - Cam Lam Expressway Investment Company Limited (under Son Hai Group) - confirmed that the unit had sent a report to the Ministry of Construction on compensation and support for households affected by earthquakes during the construction of the expressway.
The Nha Trang - Cam Lam expressway project started construction in September 2021 and was officially completed and put into operation from May 19, 2023.
During the construction process, the unit affirmed that there was no cracking in the house and did not receive any feedback from the people at that time.
However, more than 3 months after the project was completed and put into operation, the People's Committee of Suoi Cat commune (now the People's Committee of Suoi Dau commune) has just issued an inspection report, statistics of 15 households reporting the situation of cracked houses, suspected to be affected by highway construction.
According to Son Hai Group, the number of households reporting unusual signs of all-out petitions for cracked houses has increased, from the initial 15 households to the current 60 households. Among them, there are households located 2km from the construction road that have also proposed cracked houses.
People petitioned because the house cracked due to shaking during the highway construction process. The reconstruction unit said that the people's reflection was not true to reality.
In response to information from both sides, there needs to be a government and a specialized agency to act as an "arbitrator". Khanh Hoa province and the Ministry of Construction need to organize a professional council to assess cracked houses, have results for each case, determine the cause objectively, with basis and persuasion.
The principle is fair, not allowing people to suffer from house cracks, nor requiring businesses to pay compensation to the wrong subjects.
For houses cracked due to the impact of highway construction, compensation must be paid correctly and sufficiently, so that people can repair their houses and stabilize their lives. If we build a highway to develop the economy and improve people's lives, then in the immediate future, we will not let people suffer disadvantages due to house damage.
If compensation is not paid to households whose houses were damaged due to the construction of the highway, it will lead to prolonged complaints, causing outrage in society.
However, compensation must be given to the right subjects, not allowing cases of taking advantage of compensation policies to cause damage to businesses.
It is necessary to prevent the situation where people simultaneously demand unfounded compensation, becoming a bad precedent, affecting investment activities in highway construction.
